Job Posting Details
The Hong Kong University of Science and Technology (Guangzhou), (“HKUST(GZ)”), was officially approved by The Ministry of Education of People's Republic of China to enter the preparatory status in September 2019. Located in Nansha, Guangzhou, the campus covers 1.13 square kilometers and the first phase of construction is expected to be completed in September 2022. At steady state, the number of undergraduate and postgraduate students will reach a total of 10,000. Under the “Unified HKUST, Complementary Campuses” framework, the intended areas of focus in HKUST(GZ) will be thematic and cross-disciplinary in nature, synergistic with HKUST, a world-renowned international research university with innovation in her DNA. Four Academic Hubs (equivalent to schools) with 16 Thrust Areas (equivalent to departments) are now in place.

The University is looking for applicants with senior management experience in Campus Management. The appointee will lead the Campus Management team at the new Guangzhou Campus playing an important part in facilitating HKUST’s strive for academic excellence by providing professional and effective services in relation to campus security, building maintenance, housing management and cleaning, landscaping and sustainability.

Reporting to the Director of Campus Development Facilities Management Office (CDFMO), the appointee will be responsible for leading and managing a large team of professional, technical and support staff and multiple contractors to ensure a safe and secure campus for students and staff.


Job Details:

Responsibilities:

1. work with the Director of CDFMO, develop an organizational structure and set operating procedures for campus management services;
2. prepare a resource and recruitment plan for approval by the Director of CDFMO;
3. develop GZ campus policies for security, staff housing and other operational policies;
4. work with the Directors of CDFMO and Finance Office to set up a budget reporting system for the GZ campus;
5. responsible for preparing and monitoring annual budgets required for the different aspects of campus management including the outsourced contracts on maintenance, renewal, housekeeping and security etc. and to ensure they are effectively managed;
6. manage and lead the logistical, technical and security resources designated to support key strategic University events throughout the year;
7. establish and oversee the operations of the Campus Management Helpdesk for the provision of efficient and effective service to users in all facilities matters;
8. oversee staff housing to ensure good management and sufficient supply to meet University’s hiring plan; and
9. embrace sustainability in all aspects of campus management and to keep abreast of the best practices in campus management at leading universities and implement as required.

The appointee will be stationed in the HKUST(GZ) campus and may be required to attend activities scheduled outside regular office hours occasionally. For integration and coherence of both campuses of HKUST, the appointee may be required to travel to the Clear Water Bay campus in Hong Kong from time to time, as needed.


Qualifications:

1. A bachelor’s degree or equivalent in facilities management, engineering, or related field with at least 15 years of post-qualification experience in soft and hard facilities management services, technical operations, and property management; candidates with less experience will be considered for the title of Senior Manager;
2. Experience of relevant facilities management in China, possession of expert technical knowledge and experience for managing a sizable team and budget are required;
3. Excellent leadership in developing and managing a multi-disciplinary team of staff, ability to communicate and work effectively with a diverse group of stakeholders;
4. Team player with a strong sense of responsibility, and excellent communication skills to interact effectively with all levels of people; and
5. A good command of written English and Chinese (proficiency in both Putonghua and Cantonese preferred).


Benefit:

This is a Mainland appointment, and the appointee will be offered a contract by HKUST Mainland entity in accordance with the Mainland labor laws and regulations. Appointment will initially be made on a 3-year contract, renewable subject to mutual agreement. Salary is highly competitive and will be commensurate with appointee’s professional qualifications and experiences.
