On December 9, the Ezhou Municipal Public Security Bureau held a press conference themed "Ensuring High-Quality Development with High-Level Security," announcing a series of convenient measures to facilitate the "introduction" of foreign talent.
Liang Ting, head of the Entry-Exit Administration Detachment of the Ezhou Municipal Public Security Bureau, explained that on one hand, the bureau has joined the "Ezhou City Talent Service Alliance." In collaboration with multiple departments, it conducts visits to foreign-related entities within its jurisdiction to understand potential foreign-related risks, hazards, and disputes. It also regularly issues safety alerts and reminders regarding foreign-related risks.
On the other hand, the bureau proactively engages with enterprises in the parks to understand their staffing needs. For foreign technical professionals and senior executives introduced by the parks, it adopts a pre-screening model combining "qualification review + employment assessment." This reduces the processing time for foreign talent at service windows and visa approval time by 50% overall. The bureau implements a credit-tiered service system, incorporating enterprises and individuals with high credit ratings into a whitelist. Whitelisted entities can enjoy services such as post-submission of missing documents, on-the-spot processing, and expedited handling. Simultaneously, a dynamic management mechanism for whitelisted enterprises has been established, with the list content adjusted dynamically based on enterprise credit and talent contribution, ensuring that service resources are accurately allocated to key groups.
For foreign talent employed within the parks, Ezhou has aligned the validity period of work permits for foreigners with that of their residence permits, avoiding the frequent need to apply for residence permit extensions. This saves time for foreign talent and allows them to reside with greater peace of mind.
Focusing on core foreign talent at whitelisted enterprises within the parks, Ezhou implements a "one person, one card, one dedicated agent" service, providing 24/7 policy consultation and response. Customized convenience service plans are designed "one-to-one," covering aspects such as visa application procedures for foreigners, conditions for permanent residence applications, required materials, processing workflows, relevant entry-exit laws and policy notifications, and helpful tips. A "Five-Star Card" talent emergency service channel has been established. In cases of lost documents or urgent exit needs, an expedited document replacement process with completion within two working days can be initiated.
Foreign nationals who come to Ezhou for short-term non-diplomatic, non-official activities such as business cooperation, visiting exchanges, investment and entrepreneurship, visiting relatives, sightseeing, tourism, or handling private affairs, and have legitimate reasons to extend their stay in Ezhou, may apply for visa extension, renewal, or reissuance at the nearby Ezhou Entry-Exit Administration.
Furthermore, when foreign nationals apply for visa documents, if their accommodation registration records or the enterprise's business license information can be verified through information sharing, they may be exempt from submitting the relevant paper proof materials. For foreigners in China applying for short-term family visit (reunion) visas, a relationship statement from the inviting party may substitute for a kinship certificate.
When applying for residence permits, foreign nationals may voluntarily choose whether to retain their passports, providing flexibility for passport use during the residence permit processing period.
