Notice of the Department of Human Resources and Social Security of Hubei Province & the Department of Science and Technology of Hubei Province on Promoting the Integrated Services for the Foreigner's Work Permit and the Social Security Card

Human Resources and Social Security Bureaus, and Science and Technology Bureaus of all prefectural-level cities, autonomous prefectures, county-level cities directly administered by the province, and Shennongjia Forestry District
In accordance with the relevant requirements outlined in the Notice of the Ministry of Human Resources and Social Security on Promoting the Integrated Services for the Foreigner's Work Permit and the Social Security Card (Issue No. 75 [2024], MOHRSS), the information related to the Work Permit for Foreigners Working in China (hereinafter referred to as the "Work Permit") will be embedded into the Social Security Card (hereinafter referred to as the "SSC"). Leveraging both the physical and electronic SSC, this initiative aims to provide convenience for foreigners during their work and residence in China. The relevant matters are hereby notified as follows:

I. Optimizing Work Procedures(1) Work Permit ProcessingThe application for, renewal, alteration, and cancellation of the Work Permit shall be fully processed online via the Foreigner's Work Management Service System (hereinafter referred to as the "Work Management System"). There is no longer a need to obtain a physical Foreigner's Work Permit Card after a foreigner enters China. For those who have already obtained a physical Foreigner's Work Permit Card, the principle of "No Change, No Replacement" applies. The new integrated procedures will only be followed when applying for a renewal or alteration of the existing Work Permit.(2)Applying for a Work VisaForeign nationals shall apply for a Z Visa for work purposes in China by presenting the Notification Letter of Foreigner's Work Permit‌.(3)Obtaining the Electronic Social Security CardAfter entering China, foreign nationals may download the Electronic Social Security Card app. They can register and log in using information such as their name, Work Permit number, or Social Security number. Following real-name and identity verification, they will be granted access to the Electronic Social Security Card, which contains their Work Permit information. Upon successful application for the physical Social Security Card, the electronic version will provide them with standard services.(4)Applying for a Residence PermitAfter entering China with a Z Visa, foreign nationals shall apply for the relevant Residence Permit at the entry-exit administration department of the public security authority in their place of work by presenting either the Notification Letter of Foreigner's Work Permit or the Electronic Social Security Card that contains their Work Permit information. The relevant authorities may verify the Work Permit information directly through the information system, or by viewing the Electronic Social Security Card or scanning the Work Permit QR code.(5)Issuance of the Social Security CardEffective January 15, 2025, human resources and social security departments across all localities will provide services for the application and replacement of the new version of the physical Social Security Card. For individuals who are replacing or newly applying for a Work Permit, the card can be applied for either by the individual in person at a service outlet (see Attachment 1) or by their employer through a centralized batch application. Detailed procedures are provided in Attachment 2.

II. Providing Facilitated Services(1)Participation in Social InsuranceThe employing unit of the foreign national or the foreign national themselves may, by presenting the Notification Letter of Foreigner's Work Permit or the Electronic Social Security Card, complete the social insurance enrollment registration through the Online Social Security Service Hall or at a social security agency. The social security agency shall verify the foreigner's work permit information via the Work Management System, assign a Social Security number to those who meet the enrollment criteria, and the SSC card management and service department shall subsequently issue the physical Social Security Card to them.(2)Work Permit Related ServicesLeveraging the Electronic Social Security Card, services such as Work Permit information inquiry and download, QR code verification, and relevant message notifications will be made available.(3)Access to 'All-in-One Card' ServicesHuman resources and social security departments across all localities shall, based on local conditions, provide services such as business information inquiry and benefit subsidy receipt to foreigners through both the physical and Electronic Social Security Cards. Regions with the requisite capacity may expand these services to include a broader range of 'All-in-One Card' applications.

III. Strengthening Organizational Implementation(1)Relevant departments across all localities shall enhance communication and coordination, collaborate closely, and establish a liaison mechanism. This aims to forge a new operational paradigm characterized by clear division of responsibilities, mutual oversight, and highly efficient functioning, ensuring the joint implementation and promotion of the integrated Work Permit and SSC initiative.(2) Local authorities shall promptly conduct operational training to ensure staff proficiency in relevant procedures and standards. Concurrently, they shall facilitate policy alignment and interpretation, respond to public inquiries in a timely manner, and gradually expand public awareness. These efforts are to ensure the effective delivery of facilitated services for foreigners through the integrated Work Permit and SSC system.(3) All localities shall adopt effective measures to diligently implement the requirements for integrating the Work Permit and SSC. They shall continuously expand the application scenarios of the SSC, supporting foreigners' access to 'All-in-One Card' services across more sectors, thereby providing greater convenience for their work and life in China.
