Leading Figures in Innovation
Xiamen provides exceptional support for leading figures in innovation, including academicians of the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), as well as academicians from developed countries:
Living and Working Allowance: RMB 5 million;
Project Commercialization Support: Matching funds of up to RMB 100 million for commercialization projects led by these individuals, provided at a 1:1 ratio based on actual investment.

Pioneering Professionals
Xiamen offers comprehensive support packages for pioneering professionals across various sectors:
Innovation:

• Individuals: RMB 1 million grant;
• Teams: RMB 3 million grant;
• Additional Benefits: Preferential policies for housing and children’s education.

Entrepreneurship:

• Financial Support: RMB 1-5 million in entrepreneurial support funds;
• Rental Subsidies: Subsidies covering 100-500 square meters of rental space.

Education:

• Distinguished Teachers: Up to RMB 1 million settlement allowance.

Healthcare:

• Top-Tier Medical Professionals: Up to RMB 1 million settlement allowance and up to RMB 6 million in work subsidies.

Finance:

In-Demand Professionals
Xiamen provides support for in-demand professionals in crucial industries:
Key Industries Professionals: Professionals newly recruited within the past three years by companies listed in the Xiamen Guidance Catalogue for the Introduction of Talent in Key Industries with an annual salary of RMB 300,000 or more can receive a one-time salary bonus of RMB 100,000-150,000.
Specially Appointed Taiwanese Professionals:
General Program: A living allowance of 25% of their annual salary paid by their employer, up to a maximum of RMB 120,000 per year for a maximum of five years (totaling up to RMB 600,000);
Free Trade Zone Program: Those working in integrated circuit dual-innovation platform companies within the Free Trade Zone receive a monthly living allowance of RMB 2,000 for up to three years.
Foreign Professionals in the Free Trade Zone: Foreign professionals working at integrated circuit dual-innovation platform companies within the Free Trade Zone who hold a work permit and have worked for at least six months receive a monthly living allowance:

• Category B: RMB 2,000 per month;
• Category A: RMB 3,500 per month. Duration: Up to three years.
