The plan aims to strengthen the concentration of industries, space, and key production factors in priority sectors and regions.

The plan introduces a series of measures to strengthen talent support for the leasing and business services industry, including:

Attracting high-end specialists in international legal, tax, and arbitration services.

Improving residency and entry–exit services for overseas professionals.

Enhancing the list-based system for recognizing overseas professional qualifications.

Integrating professional service talent into Shanghai's high-level talent support system with support in immigration, healthcare, and related services.
Enterprise support measures

To foster the growth of market players, the plan outlines several measures, including:

Supporting enterprises in scaling up through mergers and acquisitions, as well as public listings.

Nurturing emerging players through a tiered cultivation system for high-growth and high-potential companies.

Encouraging eligible districts to establish investment funds focused on specific industry tracks.
