(I) Target Candidates
Postdoctoral fellows concluding their service in 2026 from the following institutions (disciplines): ① Latest top 100 universities in the three internationally recognized world university rankings, ② Advantageous disciplines of key universities (Attachment 1). Furthermore, the doctoral degree must also be graduated from the aforementioned universities (disciplines). In principle, the undergraduate and master's stages should have been pursued at the aforementioned universities/institutions or universities housing disciplines selected in the second round of the "Double First-Class" initiative.
Teaching and research staff working at the aforementioned universities/institutions, whose educational background, degrees, and work experience meet the above conditions, are also included in the selection scope. Candidates from targeted training, commissioned training, on-the-job training, online colleges, adult education colleges, and independent colleges are not included in the selection scope.
(II) Qualification Criteria
1. Uphold the Constitution and laws of the People's Republic of China, support the leadership of the Communist Party of China, be passionate about education and science, possess excellent moral character and academic excellence, and have not received any disciplinary sanctions during their academic tenure.
2. In principle, be no older than 38 years of age (born on or after July 31, 1987).
3. (III) Policy Benefits
1. Placement: Selected based on personal application preference for teaching and research positions at Xiamen University, Chinese Academy of Sciences Institute of Urban Environment, or Chinese Academy of Sciences Haixi Institutes, Xiamen Rare Earth Material Research Center (Xiamen Rare Earth Materials Research Institute).
2. Position & Compensation: Upon recruitment, directly assessed and appointed to associate senior professional technical positions, enjoying the corresponding待遇 (compensation and benefits) for that level. Entry formalities into the establishment can be processed. Employing units may implement agreement-based salaries based on position and talent requirements. Specific benefits are detailed in the registration system, subject to the actual signed contract.
3. Settlement Subsidy: A one-time living subsidy of RMB 100,000 is provided by Xiamen Municipality; for those working in Jimei District, Haicang District, Tong'an District, or Xiang'an District, an additional annual living subsidy of RMB 50,000 will be provided for the first 3 years.
4. Housing Security: Can be recognized as Xiamen City's Class C high-level talent, eligible to apply for a RMB 1.3 million housing purchase subsidy or purchase a talent apartment of up to 100 square meters or receive a rental subsidy of RMB 6,000 per month (for up to 5 years). The employing unit is responsible for the daily management, assessment, and service support of the Outstanding Graduates. After recruitment, a 5-year contract is signed with the employing unit (probation period as per the contract or agreement). After the 5-year appointment period, the employing unit conducts an end-of-term assessment: those assessed as qualified or above continue with a second 5-year contract; those assessed as basically qualified or unqualified have their contract extended for 1 year, and if the extended assessment remains basically qualified or unqualified, the employing unit has the right not to renew the appointment.

(III) Policy Benefits
1. Work Unit. Based on the individual's application preference, they will be selected to work at the municipal education research institution or teach at a school.
2. Position Benefits. After being recruited and admitted, they can go through the procedures for obtaining a formal employment contract, be directly evaluated and appointed to the position of associate senior professional, and enjoy the corresponding position-level benefits. The employer can implement an agreement-based salary system, and the required performance-based salary will be managed separately and not included in the total salary of the employer. 3. Housing Allowance. For the first 3 years before coming to Xiamen, a living allowance of 100,000 yuan per year will be provided; after 3 years in Xiamen and signing a formal employment contract with the employer for more than 4 years, a living allowance of 60,000 yuan per year will be provided for the 4th to 7th years (for those working in the four districts of Jimei, Haicang, Tong'an, and Xiang'an, 70,000 yuan per year will be provided for the 4th to 7th years). 4. Housing Security. They can be recognized as Class C high-level talents in Xiamen, and apply for a 1.3 million yuan housing purchase subsidy or a maximum 100-square-meter talent house, or enjoy a monthly 6,000 yuan (for a maximum of 5 years) rental subsidy. The housing purchase subsidy is distributed over 10 years: the first distribution is 30%, and the second to the fifth years are distributed annually at 10%, the sixth to the tenth years are distributed annually at 6% (the specific distribution method shall be subject to the policy at the time of application).
5. Training and Cultivation. Outstanding trainees will be included in the municipal-level master teacher training program for key cultivation; within 3 years of selection and introduction, the employer shall, in principle, arrange one senior teacher as the training mentor; those who meet the conditions to participate in the municipal-level or above talent program or apply for the establishment of a scientific research project will be given priority recommendation under the same conditions.
6. Other Benefits. During their work in Xiamen, their children can be recommended to attend high-quality public kindergartens or primary schools in the working place or their place of residence according to their personal wishes and actual circumstances; if their spouse needs to be relocated with them, they can be helped to coordinate the transfer to a similar unit or be given priority for employment, or apply for a 50,000 yuan one-time relocation subsidy. (III) Policy Benefits
1. Work Unit. Based on the individual's application preference, they will be selected to work in medical institutions in Xiamen City.

After being recruited and admitted, they will be granted the procedures for establishing a public institution position (Hong'ai Hospital is an independent non-profit institution, while Hong'ai Women's and Children's Hospital and Hong'ai Rehabilitation Hospital are enterprises, except for these two). They will enjoy the corresponding level of benefits for a deputy senior professional position. Foreign talents will not be granted the position establishment, but they can enjoy the same treatment.

(IV) Management and Evaluation
The Municipal Health Commission guides the employing units to be responsible for the daily management, assessment and service guarantee of the outstanding trainees. After the recruitment and admission, a 3-year contract is signed with the employing unit (the first year is the probation period). After the 3-year period of introduction, an assessment will be conducted by the Municipal Health Commission in conjunction with the employing unit. Those who pass the assessment and above will sign a contract with the employing unit for more than 4 years; those who have a basic pass or fail the assessment will have their contract extended by 1 year based on the corresponding position level; if the assessment remains at a basic pass or fail level after the extension, they will be dismissed.

After 3 years of recruitment, a mid-term assessment will be organized by the Municipal State-owned Assets Supervision and Administration Commission in conjunction with the employing unit: those who pass the assessment and above will be assigned to a middle-level deputy position (or a corresponding technical sequence position) within the group they have applied for; those who pass the assessment but are not fully qualified or fail the assessment will have their contract extended for 1 year at the corresponding position level, and if the extended assessment is still not qualified or fails, their labor contract will be terminated or their job grade and benefits will be reduced.
