ShijiazhuangMeasures for Deepening the Implementation of the Strategy to Strengthen the City Through Talent in the New Era (Trial)
Issued by the Office of the Shijiazhuang Municipal Committee of the Communist Party of China and the General Office of the Shijiazhuang Municipal People's Government
To comprehensively implement the provincial Party Committee’s directives regarding talent development—and to vigorously advance the "Talent-Powered City" strategy for the new era, as well as the innovation-driven development strategy—we hereby formulate the following measures. These initiatives aim to select talent without rigid constraints, attract and harness the expertise of exceptional individuals from across the globe, and provide robust human capital and intellectual support to accelerate the construction of a modern, international, and beautiful provincial capital city.
Primary focus is on two groups: First, high-level talent recruited from outside the city by local employers (including central and provincial enterprises stationed in Shijiazhuang), such as Nobel Prize winners, academicians, selected candidates of provincial and ministerial level and above key talent projects, academic leaders of national key disciplines and key laboratories, principal leaders of national science and technology projects and engineering projects, and main completers of provincial and ministerial level science and technology award first prizes and above (national level: top three; provincial and ministerial level: first completer); Second, outstanding talent urgently needed for the city's economic and social development, especially those related to new-generation electronic information, biomedicine, advanced equipment manufacturing, modern food, and modern commercial logistics industries.
1. Vigorously Attract High-Level Talent. For high-level talent who come to work full-time in our city, on top of enjoying the support policies of Hebei Province, an additional one-time scientific research fund subsidy of up to ¥10 million and a one-time settlement subsidy of up to ¥2 million shall be given; for "master-level" highly-skilled talent who come to work full-time in our city, such as winners of the China Skill Grand Prix and National Technical Experts, a one-time subsidy of up to ¥1 million shall be given.
2. Upgrade and Enhance the Talent Green Card System. For talent who meet the conditions for the city's Talent Green Card Category B, such as graduates from national "Double First-Class" universities, they may enjoy a rental subsidy for a period of five years: ¥3,000 per month for doctoral degree holders, ¥1,500 per month for master’s degree holders, and ¥1,000 per month for bachelor’s degree holders. Furthermore, those who purchase their first owner-occupied commercial residence within the city shall receive a one-time housing purchase subsidy of ¥300,000 for doctoral degree holders, ¥100,000 for master’s degree holders, and ¥50,000 yuan for bachelor’s degree holders. Additionally, individuals who join a local enterprise or start businesses within the city shall receive an additional one-time relocation allowance of ¥50,00, ¥30,000, and ¥10,000, respectively.
3. Implement a "Talent-Attraction-via-Staffing-Quotas" Strategy. We will allocate 3,000 dedicated public institution staff quotas specifically for talent recruitment. High-caliber professionals who come to Shijiazhuang to start businesses or work in enterprises—if they already hold public institution staff status—may retain that status; those who do not currently hold such status may utilize a "Green Channel" for talent recruitment to complete the necessary formalities and be formally incorporated into the personnel management system for public institutions. Furthermore, for public institutions that have already reached their full staffing capacity, we will guarantee the provision of necessary staff quotas to accommodate the recruitment of urgently needed and scarce talent.
4. Stimulating the Innovative Vitality of Science and Technology Envoy Teams. Science and Technology Envoy Teams shall be dispatched to our city's "specialized, refined, special, and new" enterprises, receiving an annual operational subsidy of ¥100,000. A categorized, itemized, and quantitative approach shall be adopted to conduct annual performance evaluations of these teams; based on the top 30% of evaluation results, team members from outside the province and those from within the province shall be awarded bonuses of ¥30,000 and ¥20,000, respectively. Furthermore, for collaborations involving the transfer of technological achievements from the Envoy Teams, a subsidy of up to 10% of the actual transaction value shall be granted to the teams, with a maximum subsidy of ¥1 million per project.
5. Vigorously attract resources from national "Double First-Class" universities. Focusing on talent requirements within key industries, we will support national "Double First-Class" universities in establishing graduate schools in Shijiazhuang by providing the necessary premises for operations, guaranteeing required personnel quotas, and offering annual financial support of up to ¥50 million.
6. Support for Talent-Led Commercialization of Research Outcomes. High-caliber talent bringing technologies, projects, or research outcomes to Shijiazhuang for industrialization will be granted up to ¥30 million in seed funding. Priority will be given to allocating new construction land quotas, ensuring that all legitimate land requirements are fully met. Furthermore, for high-caliber talent establishing enterprises in Shijiazhuang, a range of application scenarios will be opened up to facilitate technological and product innovation, thereby accelerating the market launch of new technologies and products.
7. Strengthening and Extending Industrial Chains for High-Level Talent Startups. Focusing on the supporting requirements—including critical upstream and downstream technologies, products, and application scenarios—of entrepreneurial projects led by high-level talent, enterprises or projects that play a pivotal role within the industrial chain shall be granted financial support ranging from ¥5 million to ¥50 million, based on their R&D investment, the output value of their supporting products, or their total investment amount.
8. Support the Construction of High-End Innovation Platforms. For national-level research institutes that undergo a complete relocation to Shijiazhuang or establish branch institutions within the city, a subsidy of up to ¥100 million will be provided—in addition to any provincial policy support secured. For joint innovation institutions established in collaboration with the Chinese Academy of Sciences, the Chinese Academy of Engineering, internationally renowned universities, or national "Double First-Class" universities, an annual operating subsidy of ¥2 million will be granted for five consecutive years, alongside access to up to ¥50 million in dedicated research funding annually. Furthermore, organizations that establish R&D centers or international joint laboratories abroad will receive construction funding support of up to ¥5 million.
9. Establish a Market-Oriented Talent Acquisition Mechanism. Establish the Shijiazhuang Talent Development Group to provide socialized, professional, and targeted services based on a "Government + Headhunter + Enterprise" talent acquisition model. Support enterprises, headhunters, and existing talent in recruiting new personnel; for every high-caliber talent successfully recruited on a full-time basis, a reward of up to ¥1 million shall be granted.
10. Enhance Support for Flexible Talent Recruitment. For high-caliber talent flexibly recruited by enterprises, and following official certification, enterprises shall be granted a subsidy equivalent to 30% of the remuneration paid to such individuals—up to a maximum of ¥200,000 per person—based on their contributions. The total annual subsidy granted to a single enterprise shall not exceed RMB 1 million. Furthermore, for experts who sign a contract with a term of one year or longer, a monthly work allowance of up to ¥15,000 shall be provided, calculated based on the actual number of months the expert works within the city.
11. Leveraging Finance to Empower Talent-Driven Innovation and Entrepreneurship. Establish a ¥2 billion Angel Investment Guidance Fund for the Commercialization of Scientific and Technological Achievements, investing in seed-stage and early-stage technology-based enterprises in accordance with the principles of "investing in the new, the early, the small, and the hard-tech." Establish, in phases, a ¥10 billion Talent Venture Capital Fund, dedicated primarily to venture investment, incubation, and commercialization initiatives led by talented individuals. Furthermore, establish a Special Fund for Talent Development—backed by an annual allocation of ¥1 billion—to be utilized primarily for research grants, subsidies, incentives, and awards for talent.
12. Establish the "Shijiazhuang Talent Loan." Provide high-level talent-led entrepreneurial enterprises with loans secured by intellectual property, equity, or accounts receivable, as well as various forms of credit loans (excluding personal consumer loans), with a maximum loan limit of ¥100 million. Commercial banks participating in this lending initiative shall be awarded a subsidy equal to 3% of the annual net increase in their "Shijiazhuang Talent Loan" balance, with a maximum award of ¥3 million per individual bank.
13. Establish Reward and Incentive Mechanisms. Institute the "Xingshi Talent Contribution Award," granting a reward of up to ¥1 million to high-level talents who have engaged in innovation and entrepreneurship within the city for over five years and have made significant contributions to economic and social development. High-level talents recruited from outside the city shall be given priority for appointment as "Government Counselors" or "Government Think Tank Experts." Furthermore, for high-level talents in the fields of next-generation electronic information and biomedicine, an annual incentive shall be provided based on their annual salary income: 8% of their income for those earning between ¥600,000 and ¥800,000 (exclusive); 10% for those earning between ¥800,000 and ¥1.2 million (exclusive); and 17% for those earning ¥1.2 million or more, with a maximum incentive capped at ¥500,000.
14. Ensure the Settlement and Housing of Talent. High-level talent recruited by enterprises are provided with complimentary, move-in-ready accommodation in high-end expert apartments. For those renting private housing, an annual rental subsidy of up to ¥100,000 is provided for a period of five years; for those purchasing their first owner-occupied commercial residence within the city proper, a subsidy equivalent to 30% of the contractual purchase price is granted. Furthermore, outstanding full-time university graduates (holding a bachelor's degree or higher) who have worked in Shijiazhuang for at least six months and require housing are guaranteed prompt accommodation, in accordance with the tiered housing support principles established between the municipal and county levels.
15. Alleviating Concerns for High-Caliber Talent. We warmly welcome high-caliber talent to relocate to our city with their entire families. For such talent recruited by local enterprises, an annual living allowance of up to ¥200,000 will be provided. If their minor children relocate to Shijiazhuang to attend school, they may select their educational institution according to their personal preferences. If their spouses wish to work in Shijiazhuang, we will coordinate and arrange suitable employment based on their individual preferences. Furthermore, their parents and spouses are eligible to apply for a supplementary "City Talent Green Card," granting them access to a range of services including priority medical care, complimentary health check-ups, and free access to public transportation and tourist attractions.
