Passenger Customs Clearance and Declaration

Luggage and goods carried by inbound and outbound passengers, under the principle of personal use and reasonable amount, shall be declared truthfully to the Customs and subject to its inspection.

Personal items brought in by a non-resident passenger, which will remain in China, if valued at RMB 2,000 or less, are exempt from duty. Duty-exempt items in a single category shall be for personal use only and in a reasonable amount. Tobacco products and alcoholic beverages, however, are subject to separate rules and regulations.

Personal items beyond the exemption of RMB 2,000 are subject to the customs duty. A single indivisible item shall be taxed for its full value.
The dutiable value of inbound and outbound goods is determined by the Customs pursuant to the law.
Passengers coming from or leaving for Hong Kong and Macao may carry 200 cigarettes or 50 cigars or 250 grams of tobacco duty-free each time; and a bottle of alcoholic beverage (0.75 litres or less) with alcohol content of 12% or above duty-free. Other passengers may bring in 400 cigarettes or 100 cigars or 500 grams of tobacco each time duty-free; and two bottles of alcoholic beverages (1.5 litres or less) with alcohol content of 12% or above duty-free. Passengers who make a round trip to Hong Kong and Macao on the same day or multiple round trips in a short period of time may carry 40 cigarettes or 5 cigars or 50 grams of tobacco duty-free. Wine cannot be brought in duty-free.
Inbound passengers shall declare truthfully to the Customs personal items other than a camera, a portable cassette player, a minicam, a portable video cam and a word processor needed for the trip and shall go through the relevant formalities.
Inbound and outbound passengers carrying more than RMB 20,000 or more than USD 5,000 or an equivalent amount in other foreign currencies in cash, shall make a declaration to the Customs in writing (Passengers who make multiple trips on the same day or within a short period of time are subject to separate provisions for the currencies they carry) . For foreign passengers who make multiple round trips within 15 days or make frequent inbound and outbound trips, the Customs will only release items needed for their journey duty-free.
Inbound and outbound passengers holding a diplomatic or courtesy visa granted by the competent authority of the People’s Republic of China, or those who are given the inspection-exemption courtesy, are not required to ffll out the declaration form; however, they shall present their valid identity papers to the Customs to enjoy the courtesy of inspection-exemption.
A passenger can carry no more than RMB 150 worth of Chinese medicinal materials and Chinese patent medicines if bound for Hong Kong or Macao and no more than RMB 300 if bound for a foreign country.
Chinese laws and regulations expressly provide that precious cultural relics and other cultural relics prohibited from leaving the country cannot leave. Passengers carrying, consigning or mailing cultural relics out of the country shall declare to the Customs. The identiffcation mark afffxed with the seal of the cultural department and cultural relics export invoice or the export license issued by the cultural administrative department designated by the Ministry of Culture are required for the Customs inspection before they are released.

Non-resident long-term visitors (foreign nationals, residents from Hong Kong, Macao and Taiwan or overseas Chinese who are approved to enter by the public security authority and stay in China continually for one year or longer and return to their original place of residence outside China when their residence period expires) may import and export items for personal use according to the procedures set forth in the Provisions of the Customs of the People's Republic of China on the Importation and Exportation of Articles for Personal Use by Non-Resident Long-Term Visitors. To bring items for personal use into China, an applicant shall file a written application with the competent Customs or the Customs at the border crossings in person or through his or her appointed customs declaration agency, and produce the following documents:
1. Identity papers;
2. Long-term residence permit;
3. Application Form of the Customs of the People’s Republic of China for Importation and Exportation of Articles for Personal Use;
4. Bill of lading (waybill), packing list and other required documents.Dutiable items imported by non-resident, long-term visitors for personal use are subject to the customs duty in accordance with the Regulations of the People's Republic of China on Import and Export Duties. The Customs does not levy duties on items which are imported by long-term, non-resident visitors for personal use and which are exempted from duty under intergovernmental protocols. Domestic articles, in a reasonable amount, which are imported into China by staff members of foreign consulates, the United Nations and its affiliations, and representative offices of international organizations in China, as well as by their family, are exempted from duty and inspection.
Under the principle of personal use and reasonable amount, books and teaching and scientific research materials/objects, which are imported by highlevelinternational students or international science and technology experts recognized by the Ministry of Human Resources and Social Security, Ministry of Education, or institutions authorized by them, are exempted from import duty.

In order to protect the health and safety of Chinese citizens, in accordance with Frontier Health and Quarantine Law of the People's Republic of China and its implementation rules, inbound and outbound passengers shall pay
attention to health issues in their international travel.
1. Before leaving, passengers can log in to the offfcial websites of General Administration of Customs and Guangzhou Customs to check the global situation of infectious diseases, or consult the offfces of Guangzhou Customs and its international travel health care center for health information.
2. In case of fever, headache, cough, dyspnea, nausea, vomiting, abdominal pain, diarrhea, muscle pain, joint pain, rash, jaundice and other infectious disease symptoms (hereinafter referred to as “infectious disease symptoms”) when leaving the country, passengers shall report to the customs, and may consider canceling or delaying the trip and seeking medical treatment promptly.
3. Passengers shall enhance disease prevention awareness during international travel and try to avoid contact with people showing infectious disease symptoms; avoid being bitten by rats, ants, ticks and other vector organisms, and maintain good hygiene habits. In case of symptoms of infectious diseases, passengers shall seek medical treatment in a timely manner and seek help from the Chinese embassy or consulate where they stay if necessary.
4. In case of infectious disease symptoms on the way back to China, passengers shall inform the crew on the means of transport promptly and truthfully, and cooperate with the crew for self-isolation and personal protection.
5. In case of infectious disease symptoms at the time of entry, passengers shall report to the health quarantine personnel of the Customs, disclose their travel history and contact history truthfully, and cooperate with the Customs for
quarantine investigation.
6. Passengers shall pay close attention to their physical conditions after entering China. In case of symptoms of infectious diseases, they shall seek medical treatment immediately, disclose their travel history and contact history in detail, and inform the Customs of their medical treatment.
According to Frontier Health and Quarantine Law of the People's Republic of China and detailed rules for its implementation, "passengers carrying microorganisms, human tissues, biological products, blood, blood products and other special articles into or out of the country shall apply in advance to the Customs directly administering their destinations for examination and approval of special articles, and declare to the Customs when entering or leaving the country. Those who bring blood products or biological products for their own use and for the purpose of prevention or treatment of diseases only into and out of the country are not subject to the examination and approval procedures of health and quarantine, and the relevant certificates of the hospital shall be presented to the Customs at the time of entry and exit; the amount allowed is limited to one course of treatment specified by the prescription or instruction".
