The China Best Employer Award Ceremony 2025 unveiled its series of awards on December 19th, with Xiamen in Southeast China's Fujian Province making the list of the "Most Attractive Chinese Cities for Talent" for the fifth consecutive year.
Xiamen has been implementing a pioneering project aimed at boosting technological innovation and has upgraded its talent policy to version 3.0. The city's overall research and development intensity has increased to 3.46%, and it has cultivated 213 national-level specialized and sophisticated "little giant" enterprises, which develop innovative and unique products.
A series of innovative achievements have been made, including the development of the nine-valent human papillomavirus (HPV) vaccine, which marks the first in China and the second globally, and has ceased market monopoly by foreign products for over a decade. Two new first-class drugs, including lnpegsomatropin Injection, fill gaps in the domestic market.
Xiamen is committed to building an all-coverage talent service network, with 18 talent service stations established across the entire city. The city has set up talent apartments in the industrial parks off Xiamen Island such as Xiamen Bio Bay and extended the free accommodation policy for job seekers beyond Xiamen Island to Jimei and Haicang Districts. Xiamen has enhanced its citywide, full-cycle incubation service system to support technological innovation. In addition, nearly 100 events were held by the city or local districts during the 2025 Xiamen Talent Service Month.
Xiamen has optimized mechanisms for the independent recognition of high-level talent, mutual recognition without application, and citywide recognition, among others. It has upgraded flexible talent introduction measures and established an innovative "Talent Turnover Pool" to support key enterprises and new R&D institutions in introducing urgently needed talent and promote the joint recruitment and utilization of high-level talent between universities and enterprises. The city has also pioneered the recognition of skill levels for 12 new professions, including AI trainers, within the province.
