Jiangyin: Delivering Policies Door-to-Door Helps Foreign Enterprises Attract and Retain Talents

On the afternoon of May 13, a policy promotion conference on customs clearance facilitation for high-level foreign talents was held in the Jiangyin High-tech Zone, Wuxi City. The Jiangyin Border Inspection Station, together with the Jiangyin Municipal Public Security Bureau and the Administrative Committee of the Jiangyin High-tech Zone, delivered a "customs clearance convenience package" directly to the frontline of enterprises, with attendance from HR specialists of over 50 key enterprises. This represents another practical measure by the Jiangyin Border Inspection Station to optimize the foreign-related business environment and serve the development of an export-oriented economy.

At the promotion conference, the Exit-Entry Administration Brigade of the Jiangyin Municipal Public Security Bureau focused on explaining the convenient uses of the "Five-Star Card" (Foreign Permanent Resident ID Card) in areas such as transportation, finance, and healthcare. The Jiangyin Border Inspection Station provided detailed explanations on high-frequency matters such as online entry declarations for foreign nationals and the registration and collection of biometric data for the fast-track channel. "Obtaining the 'Five-Star Card' makes me feel like I am truly a part of this community, and life has become much more convenient. I will definitely encourage more friends to come to China and explore opportunities here," said Tao Tianchen, General Manager of Damen Marine Equipment (Jiangyin) Co., Ltd.

After the policy briefing, a mobile collection team formed by the border inspection authority went to Jiangsu Changjiang Electronics Technology Co., Ltd. (JCET) to provide on-site fast-track channel registration and biometric collection services for over 10 high-level foreign talents who hold the "Five-Star Card" or meet the relevant criteria. Information verification, data entry, and fingerprint and photo collection – the entire process took less than three minutes per person. "Previously, handling this registration would either delay our clearance time or require a special trip to the airport, which was time-consuming and labor-intensive. Now that the border inspection service comes directly to our company, it is highly efficient and thoughtful," said Huang Yan, head of the General Management Department of JCET. She noted that this door-to-door service has effectively reduced the company's time and labor costs, providing tangible support for foreign talents to work and live in Jiangyin with peace of mind.

As a region with a vibrant export-oriented economy, Jiangyin is home to a large number of foreign-invested enterprises and high-level foreign talents. Efficient customs clearance services have become a vital soft environmental indicator for attracting and retaining overseas talent. "We have collaborated with the Wuxi Border Inspection Station to innovate facilitation measures, including 'pre-collection of information', 'dedicated service sessions' based on demand, and 'door-to-door service processing', ensuring fast and efficient clearance for foreign nationals," explained Dai Changjun, Deputy Director of the Border Inspection Division of the Jiangyin Border Inspection Station.

It is understood that such activities of "delivering policies and services directly to enterprises" will be carried out on a regular basis. Going forward, border inspection authorities will continue to provide fast-track channel registration and collection services for eligible high-level foreign talents. They will also explore joint procedures with public security exit-entry departments for handling residence permits and customs clearance registration, further streamlining processes and improving efficiency, and using better services to help Jiangyin build an even more attractive business environment.
