About Company:

The Hong Kong University of Science and Technology (Guangzhou), (“HKUST(GZ)”), was officially approved by the Ministry of Education of People’s Republic of China to enter the preparatory status in September 2019. Located in Nansha, Guangzhou, the campus covers 1.13 square kilometers and the first phase of construction is expected to be completed by September 2022. At steady state, the number of undergraduate and postgraduate students will reach a total of 10,000. Under the “Unified HKUST, Complementary Campuses” framework, the intended areas of focus in HKUST(GZ) will be thematic and cross-disciplinary in nature, synergistic with HKUST, a world-renowned international research university with innovation in her DNA. There will be four Academic Hubs (equivalent to schools) with 16 Thrust Areas (equivalent to departments).


Job Profile:

Job Title: Principle Analyst of Education Policy and Planning
Department: The Institute for Educational Innovation and Practice (IEIP), VPTLO, HKUST (GZ)

The Institute for Educational Innovation and Practice (IEIP) was officially established on 1 September 2021, as a key component of the Office of the Vice-President for Teaching and Learning (VP T&L). The mission of IEIP is to guide HKUST’s strategic direction in teaching and learning by planning, policy development, evaluation, decision-making and program implementation. In fulfilling this mission, IEIP’s primary functions are:
1) To help the academic units of HKUST to develop innovative interdisciplinary curricula;
2) To promote and implement active learning pedagogy;
3) To build necessary facilities to support innovative teaching and learning activities;
4) To expand HKUST's influence in the global higher education sector by promoting the innovative pedagogy and quality assessment standards developed by HKUST through international exchange activities;
5) To foster and promote a culture that values teaching and learning at HKUST.

IEIP is seeking candidates with the combination of leadership, communication, research and analytical capacities to thrive as a full-time (Senior) Education Policy and Planning Analyst. This position reports to the Director for IEIP, within the overall supervision of the Vice-President for Teaching and Learning (VP T&L), HKUST (GZ).

The Principle Analyst of Education Policy and Planning conducts research and analysis on a variety of higher education issues supporting planning, decision making, and policy development in teaching and learning. This position is responsible for activities related to institutional research and cultural construction in teaching and learning, as well as professional development of faculty members.

Responsibilities:

The major responsibilities of this position are as follows:

1. To help the academic units of HKUST(GZ) to develop innovative interdisciplinary curricula and pedagogy:
1.1 Actively engage in designing and developing innovative interdisciplinary curricula and accompanying pedagogy to help students develop future-ready higher-order skills;
1.2 Work with course instructors to develop flexible and successful assessment measures and scaffolding strategies to help student engage in productive learning;
1.3 Work closely with data scientists, engineers and course teachers to develop and implement effective quality assessment strategies, learning analytics and systems to help students engage in productive learning.

2. To foster and promote a culture that values teaching and learning at HKUST:
2.1 Plan and organize teaching and learning-related professional development programs and provide instructional advice to faculty and teaching staff;
2.2 Plan and develop teaching development grant programs;
2.3 Create and maintain a collection of resources to promote pedagogies that support the University's teaching and learning strategies;
2.4 Identify situations that benefit from broader input, and effectively acquire input in an inclusive, respectful, and receptive manner;
2.5 Generate new ideas that support strategic direction of teaching and learning.

3. To expand HKUST(GZ)'s influence on the global higher education sector through data-driven learning and teaching:
3.1 Help academic staff increase their capacity of data-informed decision on teaching and learning;
3.2 Work with course instructors and data scientists to decide what types of data are collected and analyzed for data-driven effective learning;
3.3 Work with data scientists, designer, instructors and students to develop learning systems and technologies for productive learning and teaching;
3.4 Write reports and deliver oral presentations that visually depict findings for internal and external audiences and communicate implications for action in addition to detailed analytical findings.


Qualifications:

Qualification Requirements
1. A Master's degree or above in higher education, educational technology, statistics, comparative and international education, or a related area with at least 7 years of relevant professional or research experience;
2. Solid research and instructional background, as well as up-to-date knowledge of active learning pedagogies such as flipped classroom, blended learning, experiential learning and teaching technology in higher education;
3. Good knowledge of assessment techniques in higher education;
4. Rich experience in managing multiple projects at the same time and meeting deadlines in a dynamic and demanding environment where expectations for performance and productivity are high;
5. A high level of proficiency in spoken and written English; and
6. Be passionate in teaching and learning, proactive and take the initiative at work, a dynamic and self-directed learner, and competent in managing multiple assignments concurrently.


Benefit:

This is a Mainland appointment, and the appointee will be offered a contract by HKUST Mainland entity in accordance with the Mainland labor laws and regulations. Starting salary will be commensurate with qualifications and experience.
