Jiangyin"Border crossing has limits, but service knows no bounds." Since 2025, the Wuxi Municipal Public Security Bureau has been diligently building the "Xi Jie Jing" service brand, centered on "one center, two specialized windows, three introduction initiatives, and four types of services." It has made full use of the 240-hour visa-free transit policy, enriched the application scenarios of the "Five-Star Card", assisted enterprises in "going global" to secure orders, and encouraged the "invitation of talents" into the city, polishing the "golden brand" of high-quality foreign-related service development.
Inviting in: Achieving "Accelerated" Entry Clearance
The 240-hour visa-free transit policy has now been implemented in Wuxi for a full year. Wuxi's approach to openness includes not only a sincere welcome but also convenient measures that facilitate "smooth entry".
"Our client flew in from Europe. We submitted the materials three days in advance, and they directly obtained a 'visa on arrival' upon entry at Shanghai Pudong International Airport, attending the signing ceremony on the very same day!" said the general manager of a foreign-invested enterprise in Wuxi. To deliver services to the "last mile", the Exit-Entry Administration Detachment of the Wuxi Municipal Public Security Bureau has launched a port visa referral service for eligible local enterprises covering the three provinces of Jiangsu, Zhejiang, and Anhui, as well as the municipality of Shanghai, allowing foreign businessmen entering via neighboring cities to quickly obtain their visas.
In recent years, the "visa on arrival" has become a well-known "calling card" for Wuxi's exit-entry services. Wuxi Public Security, in collaboration with the Municipal Science and Technology Bureau, has established "Special Service Windows for Foreigners Coming to China for Work" at the Wuxi and Jiangyin Government Affairs Service Centers. This promotes the joint processing of work permits and residence permits as "one matter", achieving "one-window acceptance, parallel approval, and one-time completion". The average processing time has been reduced by 30%, and the number of enterprise visits has been cut by 50%. A total of over 1,860 cases have been processed jointly, significantly enhancing enterprises' sense of benefit.
One terminal and a set of policies have improved clearance efficiency. Previously, Wuxi border inspection authorities took the lead among airports in the province by launching the "Self-service Filling Terminal for Foreigner Arrival Cards". The filling time has been slashed from the original 5 minutes of manual filling to just over ten seconds for self-service printing, increasing the overall efficiency of foreigners' entry clearance by over 50% at the beginning of the year. Additionally, the issuance of the "Ten Measures to Facilitate Foreigners in Wuxi" has also provided "immediate application and immediate review" services for port visas to eligible enterprises.
Staying: Making Foreigners Feel at Home
From "smooth entry" to a "home away from home" experience, foreigners in Wuxi now not only reside here but also gain a sense of fulfillment in their daily lives.
"My 'Five-Star Card' can be used to enter scenic spots and take the subway – I truly feel like a 'Wuxi native' now!" shared Matthias, a Swiss engineer at Bühler (China) Machinery Manufacturing Co., Ltd. Matthias is among the first group of foreigners in Wuxi to receive the new version of the Foreign Permanent Resident ID Card – the "Five-Star Card".
From facilitating the acquisition of "one card" to serving a community of people, Wuxi Public Security has, in recent years, taken the lead in coordinating nearly 30 entities to comprehensively promote the convenient application of the "Five-Star Card" across six major scenarios: housing, transportation, healthcare, tourism, finance, and communication. To date, 36 issues related to the application scenarios of the "Five-Star Card" have been resolved, truly making the card "useful, effective, and beloved" in Wuxi.
In the Xinwu District, a modern service center integrating "government affairs, lifestyle, and social interaction" – the Xinwu District Immigration Affairs Service Center – has been put into operation, affectionately referred to by foreigners as "our home".
The center focuses on "Five-Star Card" services and has upgraded to create a "Five Ones" exclusive service station, providing foreign talents with comprehensive services ranging from policy consultation, application referral, appointment acceptance, to on-site certificate issuance. Simultaneously, the center integrates over ten convenience measures, including visa and permit processing, Certificate of No Criminal Conviction issuance, and legal consultation.
"The police helped resolve the residence issue for the family of our foreign expert; the child successfully enrolled in school. We are truly touched!" exclaimed the Human Resources Director of a biopharmaceutical enterprise in Wuxi.
Currently, Wuxi Public Security has established a "service list" for key enterprises and a "one person, one file" system for high-level foreign talents, providing customized solutions under the policy of "one enterprise, one strategy; one person, one strategy". Since 2024, it has assisted 19 enterprises and over 40 foreign talents in resolving 73 specific problems, such as work permit extensions, family reunification residence, and permanent residency applications. Furthermore, for common challenges, Wuxi Public Security has proactively led 4 cross-departmental coordination meetings, promoting process optimization for "enabling permanent resident foreigners to access medical insurance" and "application of the Five-Star Card in banking systems", creating a favorable structure of "public security leading, departmental collaboration, and enterprises benefiting".
Going Global: Safeguarding Overseas Business Pursuits
"What if my passport is about to expire right when I urgently need to go overseas for business negotiations?" A Wuxi citizen recently inquired about related services. Guided by staff, he completed his renewal application in just 10 minutes via the "NIA 12367" mini-program on his mobile phone. Following the National Immigration Administration's newly released "10 Measures to Support Opening-up and High-quality Development", Wuxi has been selected as a pilot city for the "full online processing" of Mainland residents' travel document renewals and replacements, as well as "talent endorsements" for Hong Kong and Macau. This provides strong support for the efficient "going global" of enterprises and talents.
Wuxi Public Security integrates services into the entire chain of cross-border business operations, creating a safeguard brand featuring "zero-lag response and zero-distance service". It accelerates approvals through "dedicated windows and fast tracks", formulates customized plans via "on-site needs assessment", empowers the entire process with "digital intelligence", and innovates "cross-regional collaboration" to solve problems, providing solid support for every key step, from "securing overseas orders" to "attracting and settling talents". "We submitted our application last Friday and got our passports on Monday. Our team successfully made it to the Hannover Messe in Germany and signed an order for 80 million euros on the spot!" said the external relations manager of an intelligent manufacturing enterprise in Wuxi.
The "Service Enterprise Windows" at the municipal and county/district levels of public security are also "open for business". Wuxi Public Security has opened a "green channel", providing exclusive services such as priority appointments, tolerance of secondary document omissions, and expedited processing. The fastest services can be completed immediately. Intelligent express processing accounts for 85% of cases, with an average processing time of just 10 minutes, benefiting over 300 instances of enterprise personnel from outside Wuxi.
Convenient and beneficial policies are being delivered right to the "doorstep". Wuxi Public Security has established a system of "regional responsibility and designated liaison", listening to enterprises' needs face-to-face. Closely integrating with themed activities such as visits for talent attraction, intelligence introduction, and investment solicitation, "Face-to-Face with Talents", and "Direct Connect for Police-Enterprise", it proactively interprets and publicizes convenience policies, including those for high-level foreign talents applying for permanent residency in China and the facilitation of the "Five-Star Card". Since 2025, it has visited and served 857 foreign-related units and enterprises, and over 3,600 high-level foreign talents, holding 28 policy briefing sessions.
