China Expands Cross-Region Departure Tax Refund Program

For international travelers in China, shopping across multiple provinces is about to become more convenient, as an expanded cross-region tax refund recognition program takes effect on July 1, 2026.

China is further streamlining its departure tax refund system for international travelers. According to a joint announcement issued by tax authorities in seven provincial-level jurisdictions, a cross-region mutual recognition mechanism for the country's "Instant Tax Refund" program will be expanded to Hainan, Hunan, Fujian (including Xiamen), Guangdong (including Shenzhen), and Guangxi beginning July 1, 2026.

The new policy is designed to make cross-regional shopping and tax refund procedures more convenient for overseas visitors traveling across different parts of China.

Under the expanded arrangement, eligible overseas travelers who receive an advance payment equivalent to their expected tax refund at designated "Instant Tax Refund" stores or centralized refund service points in participating regions will be able to leave China through any authorized departure tax refund port within the covered provinces and cities. They will no longer be required to return to the location where the purchase was made to complete refund formalities.

The change is expected to provide greater flexibility for international tourists, allowing them to shop in one participating region and depart from another without additional refund-related procedures.

China's departure tax refund program is a value-added tax (VAT) incentive available to foreign visitors as well as residents of Hong Kong, Macao, and Taiwan. The program allows eligible shoppers to claim a refund of the VAT included in the purchase price of qualifying goods when those items are taken out of the Chinese mainland.

Guangdong, Guangxi, and Hainan previously launched a pilot cross-region recognition program. With the addition of Hunan and Fujian, the policy's geographic coverage has expanded significantly, strengthening regional coordination and improving the overall travel and shopping experience for international visitors.

Analysts say the broader implementation is expected to support growth in cross-regional tourism and consumer spending while reflecting China's ongoing efforts to advance high-level opening-up and create a more convenient and attractive environment for international consumption.
