Application for the 2025 Purple Mountain Talent Program Foreign Talents Project has Started

NanjingIn accordance with the "Action Plan for Comprehensively Promoting the Construction of a Talent-Strong City in the New Era with the Acceleration of Building a High-level Talent Aggregation Platform as the Driving Force (2023-2025)" and its detailed implementation rules, the announcement for the application of foreign talent projects of 2025 Purple Mountain Talent Program is hereby released.
Employers are the main bodies responsible for the introduction, utilization, service provision and management of foreign talents, and also the applicants for foreign talent projects. They should meet the following conditions:
- Good social reputation;
- Registered within the administrative boundaries of Nanjing, legally participating in social insurance and independently paying taxes; Corporate entities and legal entities such as municipal universities, research institutes, and medical institutions that are registered as legal persons;
- Can provide guarantee conditions for the introduced foreign talents in terms of work, life, and research and innovation;
- Have the necessary financial support capacity to complete the project, and the supporting project funds should not be less than the total amount of municipal and district (park) financial subsidies.
Support employers in introducing High-End Foreign Experts to participate in conducting scientific research and development, technological breakthroughs, talent cultivation, cooperation and exchanges, etc. The implementation period is 3 years. The conditions for introducing High-End Foreign Experts include:
- Comply with Chinese laws and regulations, be honest and trustworthy;
- Foreign nationality, in good health and capable of performing the job duties, has obtained a doctoral degree (or equivalent qualifications);
- Introduced to the employer from outside Nanjing on or after January 1, 2022 and officially started working, the labor contract or employment agreement signed is valid, fully engaged in the position after project approval and working at the employer for no less than 3 years, the cumulative working time in Nanjing each year is no less than 3 months, legally pay social insurance or personal income tax;
- Professional technical talents, management talents and innovative entrepreneurship talents who hold middle or senior positions in internationally renowned enterprises and institutions;
- Experts and scholars who hold positions equivalent to associate professor or above in internationally renowned universities and research institutes;
- High-level talents with rich experience in related industry fields, possessing independent intellectual property achievements or having received high-level awards, honors, papers, or books in the industry;
- Experts and scholars who have presided over international large-scale scientific research or engineering projects and have rich experience in scientific research and engineering technology;
- Other high-level foreign talents urgently needed by our city.
The high-level newly established research and development institutions in Nanjing, under the premise of complying with relevant national regulations on entry and exit management, can utilize foreign talents from universities and research institutions in the city to carry out technological research, product development, and application environment construction. They are not subject to restrictions such as being recruited from outside Nanjing or having social security or personal income tax paid in the Nanjing area. The working hours and workload can be mutually recognized.
(III) Foreign Experts Studio Project
Support employers in establishing platforms for gathering foreign talents and attracting more high-End foreign experts. In addition to meeting the basic conditions stipulated in this article, the following conditions must also be met:
The employer has established a relatively complete management and service system for foreign experts' studios, providing a relatively fixed working place and conditions for foreign experts' work and life in Ningbo. It also offers international exchange, learning and talent cultivation platforms for foreign experts in areas such as scientific and technological innovation, technological research and development, and management reform.
In 2024, the employers will actually introduce no less than 3 foreign talents. The experts will have worked in Nanjing for a cumulative period of no less than 2 months and will sign relevant cooperation agreements. Among the introduced foreign talents, there should be 1 leading high-end foreign expert. The identification of this expert will be based on the standards of Class A talents in the "Classification Standards for Foreigners' Work Permits (Trial)".
There is substantive cooperation with the imported foreign talents, and there are clear work plans and implementation measures in areas such as scientific and technological research and development, technological breakthroughs, talent cultivation, and cooperation and exchanges. At least one academic or technical exchange, training activity is organized every year, and relevant professional backbone talents are guided and trained.
Straight-ahead condition
For the foreign expert studios in Jiangsu Province that have been rated as excellent employers through performance appraisal in the past two years and meet the application requirements, they can apply for direct assessment and establishment of the "Studio Project".
Submission Requirements
Employers can only make an application through one competent authority and can only apply for one sub-project of this plan. They are not allowed to simultaneously apply for the same or similar projects under this plan and other related Nanjing municipal talent programs.
The same foreigner can only apply to one employer and can only apply for one sub-project of this program. They cannot simultaneously apply for other related Nanjing municipal talent programs in the same year.
Any employer that has participated in the previous "345" Overseas High-level Talent Introduction Program or this current program (as a part of the Nanjing municipal talent programs), as well as foreign talents who have not completed the project execution period or have completed the period but have not yet undergone the final assessment and acceptance, are not eligible to apply for this program again.
The implementation of the scientific research integrity commitment system has been fully carried out. Units and individuals with records of scientific research dishonesty or serious social credit violations that are currently under penalty will not be allowed to apply for projects under this program.
Application Submission and Acceptance
Submission time
Online application period is from 09:00 Tuesday, July 1, 2025 to 17:00 Thursday, August 28, 2025; the deadline for accepting paper materials is 17:00 Thursday, September 4, 2025. Applications submitted after this time will not be accepted.
Submission method
The applicant logs in to the website of Enterprise comprehensive service Platform (http://nqt.nanjing.gov.cn), fills in the basic information form and the application form, and uploads relevant supporting documents. After being approved by the relevant department, the paper-based application materials should be submitted on time.
The paper-based application materials and the summary table of the departmental recommendations should be submitted together to the A2 Zone on the first floor of the Nanjing Government Service Center, at the window of the Municipal Science and Technology Bureau (A233 - A234), located at Jiangdong Middle Road (Exit 4 of Metro Line 2, Olympic Sports Center East Station). Please have the submitting personnel bring their ID cards or citizen cards.
