Guangdong Province's Recognition of High-Level Talents from Foreign Countries and Hong Kong, Macao, and Taiwan
01 Policy Content
Foreign high-level talents, their spouses and minor children who meet the recognition criteria can directly apply for permanent residence in China, and can apply for a 5-year valid work residence permit or R-visa;
Recognized high-level talents from foreign countries and Hong Kong, Macao, and Taiwan can apply for preferential policies for personal income tax subsidies in the Guangdong-Hong Kong-Macao Greater Bay Area, and can apply for private affairs visas for foreign domestic staff they employ.
02 Recognition Conditions
Applicants should work or start a business in Guangzhou and meet one of the following conditions:
Prestigious award winners or high-level talent program candidates
Well-known foreign experts and scholars;
Foreign high-level talents in enterprise innovation and entrepreneurship;
Other talents with special expertise are urgently needed and in short supply in the nine cities of the Pearl River Delta Self-Created Zone.
03 Basic Procedures for Recognition
The recognition of high-level talents from foreign countries, Hong Kong, Macao, and Taiwan is processed online and accepted year-round. No need to submit paper materials and no fees need to be paid.

Recommended Permanent Residence of Foreign High-Level Talents in China
01 Policy Content
When applying for the recognition of foreign high-level talents, applicants can also apply for permanent residence in China. The Municipal Science and Technology Bureau will apply to the municipal government for a recommendation letter in accordance with the procedures.

03 Application Process
Applicants should submit relevant application materials and application when applying for the recognition of foreign high-level talents. The Municipal Science and Technology Bureau accepts applications year-round and submits them to the municipal government for approval. If the Municipal Government approves and issues a "Recommendation Letter", the Municipal Science and Technology Bureau will notify the employer to apply for permanent residence at the public security department.

Foreigners' Work Permit in China
01 Policy Content
According to Exit and Entry Administration Law of the People's Republic of China, foreigners wanting to work in China should obtain a Foreigner Work permit and work-related Residence Permit for Foreigner. The work permit system for foreigners coming to China has been implemented nationwide since April 2017 and is implemented by the competent department of foreign experts.
02 Application Process
Foreigners Abroad
Before entering the country, foreigners shall apply for the Notification Letter of Foreigner's Work Permit in The People's Republic of China through their employers to the appropriate local foreigners' work department. Upon approval, foreigners shall go to Chinese embassy or consulate abroad with the Notification Letter to apply for a Z-visa for entry. After entering the country, the employer shall apply for the Foreigner's Work Permit of the People's Republic of China from the appropriate local foreigner’s work department. Foreigners shall go to local public security exit and entry administration department to apply for work-type Residence Permit for Foreigner with the Foreigner's Work Permit.
Foreigners in China
Foreigners who meet the conditions of applying for a Foreigner's Work Permit in the People's Republic of China can directly apply for a Foreigner's Work Permit at the appropriate local department for foreigners' work through the employer, and then go to the local public security exit and entry administration department to apply for a work type Residence Permit for Foreigner with the Foreigner's Work permit.
03 Recognition Conditions
According to the Classification Standard for Foreigners Working in China (Trial), foreigners working in China are divided into three categories: A, B and C, and classified management is implemented according to the standards.
In January 2023, according to the Notice from the General Office of the Ministry of Science and Technology, the General Office of the Ministry of Human Resources and Social Security on the Pilot Work of the Recognition Standards for Foreign for High-Level, Skilled, Cutting-Edge, and Scarce Foreign Talents in Guangzhou, Guangzhou launched the pilot work on recognition standards for foreign high-level, precision, cutting-edge, and scarce Foreign Talents, expanded the recognition scope of foreign high-end talents (Class A) and foreign professionals (Class B), added 9 Class A recognition conditions, and 104 urgently needed talent positions.

04 Processing Procedure
The employer shall register an account in the Service System for Foreigners Working in China. After completing the registration, submit the applicant's information online to handle Foreigner's Work Permit in The People's Republic of China. After approval, take the original and a copy of the application materials to the Foreigner Work Service window for verification. After verification receive the Foreigner's Work permit in The People's Republic of China.
Processing Time Limit：
First time application and extension for a work permit: 5 working days after acceptance
Reapply, change or cancellation of a work permit：1 working day after acceptance
