Amid the wave of globalization and China’s pursuit of high-quality development, Shanghai, which regards talent recruitment as a core driver of its development, is opening its arms to international talents with an inclusive and open attitude. To expand the pool of international talents in Shanghai and improve services for them, a “Hi Tech” international S&T talent exchange event themed “Improving Services for International Talents and Facilitating the High-Quality Development of the Talent Pool” was held on April 16, 2025. The event was jointly organized by the Administrative Center of Shanghai R&D Public Service Platforms and the Science and Technology Sector (STS) of the CPPCC Shanghai Municipal Committee.
The event was chaired by Li Ruxin, an academician of the Chinese Academy of Sciences (CAS), initiator of the STS and Deputy Director of the Science and Education Committee of the CPPCC Shanghai Municipal Committee. Opening remarks were made by Sun Zhenrong, Deputy Party Secretary and President of the Shanghai Academy of Science & Technology, and Fu Guoqing, Secretary-General of the Shanghai International Academic Exchange Association (SIAEA) and former Deputy Director of the Shanghai Municipal Commission of Science and Technology and the Shanghai Municipal Administration of Foreign Experts Affairs.
In his speech, Fu Guoqing highlighted SIAEA’s abundant resources, capabilities and experience in areas such as introducing foreign expertise and promoting international talent exchange after more than three decades of development and its contribution to the city’s economic, S&T, educational and social development, etc. He emphasized the association’s role as a complement to government-led talent initiatives and as a unique player in advancing the comprehensive, multi-layered and sustainable talent development strategy. According to Fu, the SIAEA will further focus its efforts on the goal of developing Shanghai into an international S&T innovation center and related tasks, and seize opportunities with a pioneering spirit. With firm roots in Shanghai, a global vision and influence in the Yangtze River Delta region, the SIAEA will break new ground in international talent exchange and recruitment of overseas S&T professionals in Shanghai.
The keynote speech session featured Dr. Otthein Herzog from Tongji University, who is also an international member of the Chinese Academy of Engineering and a member of acatech – National Academy of Science and Engineering, and Zhao Junliang (Singaporean), director and CTO of Shanghai Berma Enterprise Development Group Co., Ltd. Both speakers shared their insights on the survival and growth of startups based on their own experiences. During the discussion session, in an open and candid atmosphere, the foreign experts shared their opinions on the services for international talents provided by Shanghai and even the central government, based on their experiences of living and working in Shanghai. They also shared best practices from developed European and American countries in attracting, nurturing, retaining, and leveraging international innovation and entrepreneurial talents, and discussed how current trends in international cooperation and exchange might affect Shanghai’s efforts to attract, recruit and retain such professionals.Representatives from the Administrative Center of Shanghai R&D Public Service Platforms answered questions from the foreign guests.
