Guidelines for Urban and Rural Residents' Basic Medical Insurance Enrollment and Payment

Required documents: Foreign Permanent Resident ID Card, passport (only for those with academic enrollment in China), applicable for the first-time enrollment only.

Payment time: After payment is made during the centralized payment period (from September to December each year, subject to the official release time),it becomes effective on January 1 of the following year.

It takes six months to become effective after the payment is made at any other time.

Payment methods (seven in total):
Offline methods: You can visit the local street (town) comprehensive service center to print the "Payment Notice".
1. Bank counter payment: The payer presents the "Bank Query Payment Certificate" or "Payment Notice" to pay at the counter of designated banks. These banks include: Bank of China, Agricultural Bank of China, Industrial and Commercial Bank of China, China Construction Bank, Bank of Tianjin, Postal Savings Bank of China, China Everbright Bank, Rural Commercial Banks, China Merchants Bank, China CITIC Bank, Bank of Communications, Tianjin Binhai Rural Commercial Bank, China Bohai Bank, China Industrial Bank, Shanghai Pudong Development Bank, China Minsheng Bank, and Qilu Bank.
2. Tax service center payment: The payer goes to the tax service center to pay in cash or use an intelligent POS machine.
Online Methods (Chinese language services only):
3. Electronic Taxation Bureau Payment: Payers can log in to the State Taxation Administration's Tianjin Municipal Electronic Taxation Bureau website, log in as a natural person, and use the "Natural Person Business - Social Security Payment Processing" function to pay for themselves or pay for others.
4. Tianjin Tax Mobile App Payment: Payers can log in to the State Taxation Administration's Tianjin Municipal Electronic Taxation Bureau website and scan the QR code on the website or the "Payment Notice", download and register the "Tianjin Tax" mobile app, and use the "Natural Person Business - Social Security Payment Processing" function to pay for themselves or pay for others.
5. WeChat, Alipay Payment: Payers can use "Tianjin urban and rural residents medical insurance" function in the "Social Security Cloud payment" mini-program on WeChat and the "Citizen Center - Social Security - Resident medical insurance payment" function on Alipay to pay for themselves or pay for others.
6. QR code payment: By scanning the QR code on the "Social Security Cloud payment" platform and selecting the "Tianjin urban and rural residents medical insurance" function, payers can pay for themselves or pay for others.

7. UnionPay payment: Payers can use the UnionPay app, choose "City Services - More - Social Security Payment - Urban and Rural Residents" function, to pay for themselves or pay for others.
