“Chengdu Talent Classification and Certification Implementation Measures” Officially Released

It was reported on May 22, 2026, that the "Chengdu Talent Classification and Certification Implementation Measures" (hereinafter referred to as the "Measures") were officially released. The Measures will take effect on May 25 and will be valid for five years. The original "Chengdu Talent Classification and Certification Implementation Measures (Trial)" will simultaneously cease to be in effect.

Individuals can apply for talent certification if they meet simultaneously three conditions. 

According to the "Measures," individuals who meet simultaneously the following three conditions can submit personal applications through the "Chengdu Talent Certification Application System":

That they work within the administrative area of Chengdu -- including local on-the-job personnel, self-employed entrepreneurs, flexible employees, and reemployed retirees (reemployed retirees are limited to applying for Categories A through C only) -- who abide by the Constitution and laws; and meet the certification conditions for any of the Categories A, B, C, D, E, or F as specified in the "Chengdu Talent Classification Catalog."

Individuals need to submit these materials for application

According to relevant regulations, applicants need to provide the following two categories of materials. One is basic information, including a national ID card or other valid ID documents linked to social insurance (such as a Foreign Permanent Resident ID Card of the People's Republic of China, Mainland Travel Permit for Hong Kong and Macao Residents or passport), as well as proof of stable employment in Chengdu.

Locally employed individuals must provide proof of social insurance contributions in Chengdu for at least six consecutive months (automatically verified by the system; the same applies below), and proof of employment/labor relationship. Self-employed entrepreneurs must provide proof of social insurance contributions in Chengdu for at least six consecutive months, a business license for a Chengdu-based enterprise where they serve as the legal representative, and proof of enterprise tax payment in Chengdu for six months or more. Flexible employees must provide proof of social insurance contributions in Chengdu for at least six consecutive months, and proof of personal tax payment in Chengdu for at least six consecutive months. Reemployed retirees must provide a reemployment contract signed with a Chengdu-based enterprise, and proof of personal tax payment in Chengdu for six months or more.

Another category is essential materials. The essential materials required vary depending on the "Catalog" item. Applicants can refer to the "Chengdu Talent Classification Catalog Index" for specifics, or upload valid essential materials according to the system's prompts when applying.

An individual can hold only one valid talent certificate

Regarding independent certification (including "talents equivalent to the above-mentioned levels"), the responsible industry authorities will formulate independent certification management plans. The required materials will be subject to the interpretation of the responsible industry authorities.

It is important to note that the "Chengdu Talent Certification Application System" operates on the default principle that an individual may hold only one valid talent certificate at a time. When a higher-level talent certificate is obtained, the lower-level talent certificate will be invalidated simultaneously. The entire process of individual applications, employer independent certification, and management department review, public announcement, certificate issuance, and certificate renewal will uniformly use the "Chengdu Talent Certification Application (Management) System." Applications containing confidential information shall be processed offline as per regulations.
