Hangzhou High-tech Zone (Binjiang) is located in the south bank of the Qiantang River, near the river, hugging the lake, holding the mountain and crossing the river. The district has jurisdiction over Xixing, Changhe, Puyan 3 streets, 67 organized communities and 1 industrial community, with a permanent population of 530,000.
In 1990, Hangzhou High-tech Zone was established, which is the first national high-tech zone in the province and the first batch in the country. In 1996, The State Council approved the establishment of Binjiang District; In 2002, the management system adjustment of the two districts established Hangzhou High-tech Zone (Binjiang), the implementation of "two brands, a set of teams", the superposition of two systems and two policy advantages, accelerated the integration of the development of the city and industry, ranked fifth in the national high-tech zone for two consecutive years, becoming the province's high-quality development of "a flag". Since the sixth Party Congress of the District, the District Party Committee has transformed the General secretary's ardent instructions for the High-tech Zone (Binjiang) into the strategic positioning of "building a paradise Silicon Valley and creating a paradise of Silicon Valley", clarified the goal vision of "striving towards the world's leading science and technology park", and made every effort to create a high-quality development leading area, an efficient governance model area and a high-quality life demonstration area.

Launched in 2010, the 5050 Plan supports innovation and entrepreneurship for high-level talents in the Hangzhou High-tech Zone (Binjiang), and it is the earliest of its kind in Zhejiang Province. Since its implementation, the 5050 plan has seen four reforms alongside several outcomes，become the “Binjiang Business Card” for attracting talents, running enterprises, and promoting industries.

Major Innovation Platforms and Featured Industrial Parks Hangzhou High tech Zone (Binjiang) continuously builds innovation platforms and strengthens deep cooperation with various universities and research institutes, with an annual research funding of over 3 billion yuan. The construction of the "1+2+6+N" high-energy level innovation platform system with "ultra-high sensitivity extremely weak magnetic field and inertial measurement device" as the core and six industrial innovation research institutes as the focus has shown initial results. Among them, the first cross research platform for extremely weak magnetic large facilities has been completed, which will achieve technological innovation from 1 to 10, providing guarantees for key technology research, engineering verification, integration testing, operation and maintenance, and optimization and improvement of large facility projects. We will accelerate the cultivation of two future innovative industries, "quantum sensing" and "zero magnetic medical equipment," providing impetus for the explosive growth of industry development from 10 to 1000.
