Hainan Introduces Bilingual Tax Appointments for Foreigners

The initiative establishes a streamlined, user-friendly system designed to provide “clear and accessible” tax services for expatriates living and working in Hainan.

The newly launched bilingual appointment module focuses on the most common tax-related needs of foreign taxpayers, covering three key areas:

1. Annual Individual Income Tax Filing and Refunds – enabling foreign nationals to schedule appointments for year-end tax settlements, including tax refunds or supplementary payments.

2. Tax Treaty Benefits for Non-Residents – providing foreign taxpayers with access to policy consultations to ensure accurate application of tax treaty benefits on dividends, interest, royalties, and other income sources.

3. Tax Record Alignment After Passport Number Changes – addressing discrepancies in tax information caused by updated passport details, offering dedicated services to prevent disruptions in future tax filings.

The service interface was designed with simplicity and ease of use in mind. After logging into the “Hainan Tax” official WeChat account and selecting “Real-Name Appointment,” foreign taxpayers can switch to an English-only interface via the “International” button—without the need for extra downloads or platform redirection. Key modules such as “Appointment Type,” “Time Slot,” and “Service Location” are provided with standardized English translations. Visual aids, including a calendar icon for date selection and detailed English instructions for address and form requirements, ensure that even those unfamiliar with tax terminology can navigate the process smoothly.Sun Liang, Director of the Taxpayer Service Division at the Hainan Provincial Tax Service, noted that the bureau plans to further expand bilingual support across more tax services. By collecting feedback through service hall suggestion boxes, online surveys, and consultations with foreign enterprises, the tax authority aims to continuously refine the system. The initiative is expected to enhance Hainan’s international business environment and inject new momentum into the development of the Hainan Free Trade Port.
