Hubei Launches Two Major New Talent Policies

Accelerating the establishment of an important strategic fulcrum for the rise of central China’s central region is a strategic task for Hubei to serve the overall national development. It is a strategic opportunity that Hubei must firmly grasp. Recently, Hubei issued "Several Measures on Highlighting Front-End Support to Further Strengthen the Reserve of Young Talent" (hereinafter referred to as the "Front-End Support Measures") and "Several Measures on Strengthening Talent Support for the Deep Integration of Technological and Industrial Innovation" (hereinafter referred to as the "Dual-Innovation Talent Support Measures").

"Front-End Support Measures"

The "Front-End Support Measures" focus on the specific needs of young talent during their employment transition, social integration, and entrepreneurship launch phases. Aiming to precisely address their concerns regarding relocation, housing, employment, entrepreneurship, and daily life. By "moving one step forward" to advance the policy threshold, the measures systematically design a series of targeted and operable support initiatives.

Dedicated Reception Counters: Seamless Travel with a Single QR Code. At major urban gateways across the province, including major high-speed railway stations, airports, and bus terminals, on-the-ground services such as dedicated reception counters, policy consultations, and transportation connections will be provided for young talent arriving in Hubei. The "Jingchu Student Code" will be deployed at transportation hubs, core commercial districts, and popular scenic spots across the province. Young talent can scan the code to access information on talent policies, youth hostels, job opportunities, and entrepreneurship maps, matching their needs with available services.

Worry-Free Living: A Tiered Support System. Tailored to the varying stages of young talent development, Hubei has established a comprehensive, full-cycle support system featuring a tired progression: a bed, a room, and an apartment.” Eligible college graduates actively seeking employment or starting businesses can enjoy free accommodation for a cumulative period of up to 30 days. Eligible young talent can enjoy rent-free housing for up to three years, or receive rental subsidies for up to three years. Current college students from within and outside the province can apply for housing reserves. Upon graduation, if they develop their careers in Hubei and meet relevant conditions, their housing reserves will be directly activated and converted into housing provident funds.

Ample Job Opportunities and Recruitment Channels are Fully Open. One million job positions suitable for young talent will be collected and released annually, and over 3,000 talent recruitment activities will be held each year. A large-scale comprehensive job fair, "Talent Gathering in Hubei: Building a Strategic Hub Together," will be centrally organized at the provincial level, while talent recruitment events will be held continuously throughout the year across the province, fully supporting the career development of young talent.

Spatial Support, Financial Empowerment. Hubei will vigorously develop the One-Person Company (OPC) ecological community and expand the supply of free entrepreneurship spaces. Accelerate the deployment and networking of youth talent entrepreneurship "startup hubs" by state-owned enterprises. High-quality projects can enjoy up to three years of free workspace, with all utility and property management fees waived. Each year, 1,000 college student entrepreneurship and innovation projects will be selected for support, with individual projects eligible for funding of up to ¥500,000. Eligible young talent who start enterprises can obtain entrepreneurship secured loans of up to ¥5 million.

Heartwarming and Enriching Experiences in Marriage and Family Life. Each year no fewer than 1,000 social gatherings, group weddings, and similar events for young talent will be organized. Policy support in the form of childcare subsidies and financial assistance for kindergarten tuition and care will be available. Organized cultural and sports events such as the Chuchao (Hubei Super League), the Wuhan Open, and the Wuhan Marathon will be hosted. And new consumer hotspots centered on script-based entertainment, Chinese animation e-sports, and creative cultural performances will be organized so that young talent can work with peace of mind and also enjoy a comfortable life.

"Dual-Innovation Talent Support Measures"

The "Dual-Innovation Talent Support Measures" focus on supporting and guiding talent to gather at the forefront of industries and enterprises, accelerating the transformation of intellectual achievements into actual productive forces. By "moving one step further" to extend the policy chain, the measures propose four major initiatives: highlighting the principal role of enterprises in carrying talent, strengthening high-quality talent supply with a focus on the integration of innovation and entrepreneurship, building a talent evaluation and incentive mechanism conducive to achievement transformation, and improving the service guarantee system for the priority development of industrial talents. These measures aim to effectively accelerate the transformation of talent advantages into development advantages.

An official from the Provincial Talent Work Office of the CPC Hubei Provincial Committee explained, "These two policies focus on front-end and back-end support for talent. Together with the mid-support of the provincial strategic talent force 'Tens, Hundreds, Thousands, Ten Thousands' Action, they constitute a policy system covering the entire lifecycle of talent growth and the whole chain of development services. We sincerely look forward to talent from around the world gathering in Hubei to jointly build this strategic fulcrum."
