It has issued Several Policy Opinions on Accelerating the High-quality Development of Talent Pool, covering 20 supporting policies related to talent projects, talent platforms, talent services, and talent pool. For example, it will step up efforts to attract more innovation and entrepreneurial projects, giving top-notch talents up to 100 million CNY in financial support, and high-level talent projects at home and abroad up to 15 million CNY; it will double efforts to attract high-end talents, giving eligible ones up to 8 million CNY in housing subsidies and up to 200,000 CNY in living allowances; it will intensify the introduction of young talents, giving full-time graduates with a doctoral degree 130,000 CNY in living allowances, graduates with a master's degree 60,000 CNY, and graduates with a bachelor’s degree up to 40,000 CNY; it will upgrade the living services for talents, providing supportive services, such as talent apartments, Qinghe station of housing services, innovation and start-up complex for youth, Xiaoshan International Talent Club, so as to create a talent ecology with quality, warmth and vigor.

Featured Industry Policies and Services

In order to promote the development of a modernized industrial system, Xiaoshan District has updated and issued Several Policy Opinions on Accelerating the Development of a Modernized Industrial System in Xiaoshan District. Focusing on improving and expanding advanced manufacturing, innovating and developing modern service industries, building a high-quality innovative ecosystem, and a high-level talent ecosystem, and strengthening the guarantee of high-efficiency factors, it has successively issued 48 relevant policies, providing a maximum subsidy of 100 million CNY for launched projects. Major Innovation Platforms and Featured Industrial Parks

With increased efforts in the construction of major innovation platforms, Xiaoshan District has innovatively established the “Big Dipper” Science and Technology Innovation Alliance with high-end scientific research platforms such as Advanced Institute of Information Technology (AIIT)-Peking University, ZJU-Hangzhou Global Scientific and Technological Innovation Center, Hangzhou Institute of Technology-Xidian University, Institute of Computing innovation-Zhejiang University, Xianghu Laboratory, Paton Institute, and Xianghu Advanced Research Institute as the main body. Supporting policies have been introduced to encourage provincial laboratories and technology innovation centers to establish themselves as an important national strategic support force (the newly accredited national key laboratory will receive a maximum subsidy of 5 million CNY). Enterprises and universities (scientific research institutions) are encouraged to jointly build research institutes, laboratories and other innovation carriers (subsidies will be provided based on 30% of the actual R&D investment of enterprises, with a maximum subsidy of 5 million CNY per year). In addition, a maximum grant of 3 million CNY will be awarded to newly accredited national, provincial and municipal incubators of science and technology business, to promote the high-quality development of major innovation platforms. Besides, according to relevant regulations in municipal documents, featured industrial parks that meet the positioning of Hangzhou's five major industrial ecosystems will be rewarded in the municipal special funds, land indicators, and energy consumption indicators, after application, acceptance, and naming. Investment within the central budget will be given preferential support, and eligible projects will be given priority in applying for provincial key development projects and major industrial projects.
