Recently, 11 departments, including the Cyberspace Administration, the National Development and Reform Commission, the Ministry of Education, the Ministry of Industry and Information Technology, the Ministry of Human Resources and Social Security, the Ministry of, the Ministry of Commerce, the Ministry of Culture and Tourism, the People's Bank of China, the National Immigration Administration, and the China Council for the Promotion of International Trade, jointly issued the "Implementation Opinions on Enhancing the Convenience of Digital Services for Foreign Nationals Entering China" (hereinafter referred to as the "Implementation Opinions"). The document aims to address bottlenecks and obstacles in digital services for foreign nationals entering China, establish an interconnected, inclusive, and mutually recognized digital service system, create a more international and convenient digital service environment, further expand high-level opening-up, and accelerate the establishment of a new development paradigm.
The "Implementation Opinions" proposes that by 2027, the internationalization and convenience of digital services for entry into China will be significantly improved. Digital foundational services will be more efficient and convenient, with bottlenecks in digital application services in areas such residence, healthcare, payments, tourism, and public services will be largely resolved and application scenarios comprehensively expanded. This will inject strong vitality into expanding high-level opening-up. By 2030, digital services for entry into China will reach a world-leading level, a more mature interconnected and inclusive digital service ecosystem will be established, and full-scenario digital services will be deeply integrated with internationally accepted models, significantly enhancing the ability of high-level digital service opening up to promote high-quality economic and social development.
The "Implementation Opinions" outlines 14 specific measures across five key areas. First, strengthening foundational digital services, including facilitating telecommunications business procedures, enhancing foreign-language digital services, and building a comprehensive digital service platform. Second, improving digital payment services, including enhancing the convenience of digital payments and optimizing digital consumer services. Third, optimizing digital tourism services, including expanding online cultural and tourism service channels, facilitating digital services for transportation, and improving the digital management of residence services. Fourth, enriching digital public services, including providing digital medical services, strengthening digital education services, optimizing investment and entrepreneurship services, and enhancing the level of government services. Fifth, strengthening network and data security safeguards, including reinforcing cybersecurity protection capabilities and improving data security and personal information protection.
