Private-Use Motor Vehicles

1.Official-Use Articles And Vehicles Of Resident Office

Resident officials that apply for the entry and exit of office supplies and motor vehicles or resident office personnel that apply for tax-exempt entry of motor vehicles shall follow the relevant regulations.

In the case that the tax-exempted motor vehicle has entered China for more than 4 years as of the date of customs clearance and upon the completion of tenure term for resident office personnel, applications can be made for the motor vehicle's transfer to other resident offices or resident office personnel, or for the sale to franchised operating units. Upon expiration of the customs supervision period (6 years), applications can be submit- ted for transfer, sale or other purposes.

2.Private-Use Motor Vehicles
Resident official personnel with long stay permits in China can bring in a taxable motor vehicle, with a limit of one vehicle per person. The application should be submitted to the proper customs location in written form by the applicant or the customs declaration agency authorized by the applicant. Upon approval by the customs location after examination, the motor vehicle can be cleared with the approval documents and other relevant documents, and taxes must be paid in accordance with authority regulations. When applying, the following documents should be presented to proper customs:
A.Identity certificates;
B.Long-stay permit documents;
C.Customs of the People's Republic of China: Declaration Form for Import/Export of Articles for Self-use Use;
D.Relevant documents such as the bill of lading, packing list, etc;
E.Other supporting materials as required by customs.

Upon the approval of proper customs, a Notification of Issuance or Cancellation of License Plates for Customs-Supervised Vehicles Entering or Leaving the Territory of the People's Republic of China will be issued. With this document, resident office personnel can apply to the traffic administration authority of public security office to go through the relevant procedures for transferring the ownership of the motor vehicles.
