Guangdong Releases New Legal Guide for Foreigners

Guangdong has released an updated version of its legal guide for foreigners, providing practical information on Chinese laws, regulations and procedures related to working and living in the province.
In January 2024, the Guangdong Provincial Department of Justice, the Provincial Office of Law Popularization and the Guangzhou Municipal Bureau of Justice jointly published The Legal Guides for Foreigners in Guangdong Province, a bilingual Chinese-English legal guide designed to provide targeted legal information for foreigners in Guangdong.

To better support the province's high-level opening-up and improve legal education and services for foreigners, the provincial authorities have now revised and upgraded the guide. The newly released Legal Services Guide for Foreigners in Guangdong is intended to help foreign nationals in Guangdong better understand Chinese laws and regulations and adapt to daily life in the province.

The updated guide reflects changes in China's legal and policy landscape in recent years, including newly enacted or revised laws and regulations as well as measures designed to facilitate travel and business in China.

It updates provisions including those under the revised Arbitration Law and the Regulation on Marriage Registration, with the aim of ensuring that the legal information provided is current, accurate and practical.

The new guide is divided into three volumes: Travel, Work and Life.

Travel

The Travel volume covers visas, restrictions on entry and exit, the entry and exit of goods and personal belongings, periods of stay and residence, relevant documents, and special administrative measures.

The section on special administration explains situations involving illegal entry, deportation and exit restrictions, as well as rules and penalties concerning illegal employment and illegal residence.

Work

The Work volume covers employment, investment and finance, social insurance, individual income tax, and incentives for scientific and technological innovation.

Life

The Life volume focuses on issues that foreigners may encounter in their daily lives in Guangdong, including transportation, telecommunications, marriage and family matters, children's education, pet ownership, volunteer activities and religious activities.The updated guide has also been redesigned to make it easier to read and use. It centers on concise and authoritative explanations of legal provisions and policy information, with the focus placed directly on the relevant legal information.The authorities said the upgraded guide is intended to provide more targeted and practical legal services for foreigners in Guangdong and help them better understand the rules that apply to their work and everyday lives in the province.
