Leading Highly-skilled Talent Award

 Available for:  

leading skilled talent at provincial- or national-level and their employers.

 Qualifications:  

1. leading skilled talent designated at national-level, including winners of the China Skills Award, National Technical Experts and experts entitled to the State Council Special Allowance (Skills Category);

2. Gold, silver or bronze medalists in the World Skills Competition;

3. Recipients of skill awards granted by provinces, autonomous regions, and the party committees and governments of municipalities directly under the Central Government;

4. Full-time talent shall complete the employment or transfer procedures, or sign a legally effective labor contract for more than 3 years with the employer, and pay social insurance premiums in Qingdao; Those who are recruited in a flexible manner shall sign an employment contract or cooperation agreement with the employer in Qingdao and perform skilled work according to the contract or agreement.

 Benefits:  

1. A settling-in subsidy of RMB 300,000 and RMB 200,000 respectively for national- and provincial-level leading skilled talent brought in on a full-time basis; and a lump-sum incentive of RMB 600,000-RMB 2 million based on the talent’s award-winning record;

2. For domestic and foreign technical experts introduced in a flexible manner with an agreed annual salary of more than RMB 300,000, the employer will be granted a subsidy of 20% of their annual salary each year, with a maximum of RMB 100,000 per person per year.

 Process:  

1. The individual or the employer applies with the Qingdao Municipal Bureau of Human Resources and Social Security;

2. The subsidies will be released in place after the review and public notice by the Qingdao Municipal Bureau of Human Resources and Social Security.
