BJ's New Catalog of Recognized Intl Professional Qualifications

Recently, Beijing Municipality has issued the Catalog of Recognized International Professional Qualifications in Beijing (2025 Edition) (hereinafter referred to as the "2025 Catalog"). The number of international professional qualifications has expanded from 149 to 163.

The 2025 Catalog consists of four lists, including a List of International Professional Qualifications (143 items); a List of Urgently-in-Demand International Professional Qualifications (9 Items); a List of "Go-Global" Professional Qualifications (11 items). Among them, 7 items are on the International Professional Qualification Mutual Recognition List.

In the four lists, the 143-item List of International Professional Qualifications, focusing around key development areas in the capital such as technology brokerage and information technology, includes 13 new qualifications from 7 international (or regional) organizations such as the Registered Technology Transfer Professional (RTTP), further expanding the professional coverage of international talents. The 9-item List of Urgently-in-Demand International Professional Qualifications is aimed at meeting the demand for high-level talents in the financial sector. It specifies that holders of the Chartered Financial Analyst (CFA) qualification with over 10 years of work experience can be recognized as having an equivalent senior professional title in Beijing. The 11-item List of "Go-Global" Professional Qualifications has added credentials such as the National Enterprise Data Management Engineer Certification, continuously improving the certification system for "going global" talent and helping Chinese enterprises better participate in international competition.

The 2025 Catalog also has 7 items from the International Professional Qualification Mutual Recognition List. Among them, four accounting qualifications — Fellow of the Institute of Public Accountants (FIPA), UK's Chartered Global Management Accountant (CGMA), Accountancy of the Association of Chartered Certified Accountants (ACCA), and Certified Practising Accountant (CPA Australia) — are mutually recognized through"partial course exemptions and examination reductions". Furthermore, the Beijing Cyber Security Association and the Hong Kong Cyber Security Association signed a cooperation agreement to achieve mutual recognition of talent evaluation standards and certifications in the field of cyber security between Beijing and Hong Kong SAR.

To ensure the effective implementation of the 2025 Catalog, relevant departments have introduced four tailored services that precisely address the different needs of certificate holders and employers.

Holders of the international qualifications and certificates on the 143-item list are entitled to basic services such as work-residence permits, foreign nationals' work permits, and recognition of equivalent intermediate professional titles, enabling them to integrate quickly into Beijing's work and living environment;

Holders of the international qualifications and certificates on the 9-item list can access advanced services, including green channels for talent introduction and senior title recognition, providing one-stop career development support for badly needed talents in key areas of development;

Holders of "Go-Global" professional qualification and certificate on the 11-item list can benefit from dedicated services such as streamlined processes in obtaining endorsements for traveling to Hong Kong SAR and Macao SAR, and related work permits, reducing their cross-border mobility costs and helping enterprises expand into global markets;

Employers can register and log into the Beijing-Tianjin-Hebei International Professional Qualification Certificate Inquiry and Verification Service Platform (https://easybeijing-certc.fesco.com.cn) to submit relevant certificate information online and access free verification services.
