Shijiazhuang Talent Green Card Policy

Talent Green Card
The Talent Green Card is a service launched for outstanding domestic and international talents without local household registration who work or start businesses in this city. It serves as proof of residence and employment in the city and can be used to handle personal affairs.

Shijiazhuang Talent Green Card is divided into municipal Level A, Level B and Level C cards. Level A is for academicians and national/provincial high-end talents; Level B is for full-time doctoral graduates, bachelor’s degree holders or above from first-class universities and first-class disciplines, and bachelor’s degree holders or above from top 500 world universities; Level C is mainly for full-time bachelor’s degree holders or above. Applications are open all year round.

1.Eligibility for Talent Green Card Level A
(1) Winners of the Nobel Prize, academicians of the Chinese Academy of Sciences, academicians of the Chinese Academy of Engineering, and academicians of developed countries;

(2) Recipients of national talent programs, national-level candidates of the “Hundred-Thousand-Ten Thousand Talent Project”, national-level young and middle-aged experts with outstanding contributions, Changjiang Scholars, recipients of the National “Innovation Talent Promotion Plan”, winners of the National Science Fund for Distinguished Young Scholars and the National Science Fund for Excellent Young Scholars, national outstanding professional and technical talents, winners of the State Preeminent Science and Technology Award, and academic members and honorary academic members of the Chinese Academy of Social Sciences;

(3) Academic and technical leaders of national key disciplines and key laboratories, principal persons in charge of national scientific and technological projects and engineering projects, main completers (top 3) of projects winning first or second prizes of the State Natural Science Award, Technological Invention Award, Science and Technology Progress Award, etc., experts receiving special government allowances of the State Council, winners of the China Youth Science and Technology Award, winners of the “China Skills Award”, gold medalists of the World Skills Competition and their head coaches, national technical experts, winners of the Mao Dun Literature Prize, Lu Xun Literature Prize, Wu Jieping Medical Award, National Masters of Traditional Chinese Medicine, top 3 winners of the special prize of the National Teaching Achievement Award, winners of the China Youth Scientist Award, top 3 winners of the China Patent Gold Award, Chinese Masters of Arts and Crafts, and National Masters of Engineering Investigation and Design;

(4) First completer of projects winning first prize of provincial and ministerial Science and Technology Progress Award, high-end talents of Hebei Province, provincial-level outstanding experts, leading talents of the provincial “Giant Plan”, recipients of the provincial “Hundred Talents Program”, recipients of the provincial “Foreign Experts Hundred Talents Program”, experts receiving special allowances from the provincial government (provincial-level young and middle-aged experts with outstanding contributions), first-level candidates of the provincial “Three-Three-Three Talent Project”, and provincial-level technicians with outstanding contributions;

(5) Recipients of the municipal “High-level Talent Support Program” and municipal-level high-level scientific and technological innovation and entrepreneurship talents;

(6) High-level talents urgently needed for Shijiazhuang’s economic and social development and recognized as having special skills or expertise by the Municipal Talent Work Leading Group.

3. Eligibility for Talent Green Card Level B
(1) Doctoral graduates; full-time master’s graduates from “Double First-Class” universities; full-time master’s graduates from disciplines rated Class A in the national university discipline assessment that are closely integrated with the city’s industries (Pharmacy at Shenyang Pharmaceutical University, Chinese Materia Medica at Heilongjiang University of Chinese Medicine, Applied Economics, Statistics, Business Administration at Dongbei University of Finance and Economics, Chemical Engineering and Technology at Nanjing Tech University, Applied Economics, Statistics at Jiangxi University of Finance and Economics, Mechanical Engineering at Yanshan University, Control Science and Engineering at Guangdong University of Technology, Chemical Engineering and Technology at Zhejiang University of Technology); full-time master’s graduates from key universities affiliated to Hebei Province newly introduced by enterprises in the city’s five pillar industries; full-time bachelor’s graduates from first-round first-class universities; full-time bachelor’s graduates from second-round first-class disciplines;

(2) Outstanding full-time bachelor’s degree holders or above from top 500 universities (regions) abroad recruited (introduced) by enterprises, public institutions and social organizations;

(3) Talents recruited (introduced) by enterprises, public institutions and social organizations who are main completers (top 3 for first prize, top 2 for second prize, first for third prize) of projects winning third prize or above of provincial and ministerial Science and Technology Progress Award, or who own more than 3 nationally authorized invention patents that can be transformed and implemented in Shijiazhuang and generate certain economic benefits;

(4) Professional and technical personnel with associate senior professional titles or above or senior technicians in shortage occupations introduced by enterprises; professional and technical personnel with full senior professional titles or above recruited (introduced) by public institutions and social organizations;

(5) Management talents with provincial and ministerial honorary titles or above introduced by enterprises, and personnel who held middle-level or above positions in China’s Top 500 enterprises before coming to Shijiazhuang and hold leading positions in enterprises above designated size after coming to Shijiazhuang;

(6) Talents urgently needed for Shijiazhuang’s economic and social development and recognized as having special skills or expertise by the Municipal Talent Work Leading Group.

5. Eligibility for Talent Green Card Level C
(1) Outstanding full-time bachelor’s degree holders or above;

(2) Professional and technical personnel with intermediate professional titles or above and technicians in shortage occupations introduced by enterprises, public institutions and social organizations;

(3) Talents meeting local industrial development needs and recognized as having special skills or expertise by the office of the county (city, district) Talent Work Leading Group.All three types of talents must have paid endowment insurance in Shijiazhuang for the first time after December 2017 (including December); 2017 fresh graduates are allowed to start in 2017.The age of the first type of talents generally does not exceed 35 years old; the age of the second and third types of talents generally does not exceed 45 years old.

6. Partial Benefits for Talent Green Card Level C
(1) 5-year Rental Subsidy
1.1 Introduced full-time master’s graduates, full-time bachelor’s graduates admitted in the first undergraduate batch, professional and technical personnel with intermediate professional titles or above, and technicians in shortage occupations;

1.2 Other introduced full-time bachelor’s graduates:

(2) One-time Entrepreneurship Subsidy of 10,000 RMB
Introduced ordinary college graduates who start their own businesses, obtain a business license for the first time and operate stably for more than 6 months shall be granted a one-time entrepreneurship subsidy of 10,000 RMB per person, and an equal subsidy for social insurance premiums actually paid within 3 years;
They may apply for a guaranteed entrepreneurship loan of up to 200,000 RMB; for partnership entrepreneurship or organized joint entrepreneurship (all partners are college graduates within 5 years of graduation), the maximum loan amount is 800,000 RMB;
Those without business premises shall be given priority to enter government-built incubators; those renting business premises shall be granted an annual rent subsidy of up to 5,000 RMB for 3 years.

(3) Other Housing Security
Cardholders applying for public rental housing are not subject to qualification restrictions.Cardholders in grouped counties (districts), key transformation and upgrading counties, and western mountainous counties are not subject to housing purchase restrictions when buying their first home in their county or district.
