Hebei (Shijiazhuang) Overseas Talents' Offshore Innovation and Entrepreneurship Base is the first overseas talents' offshore innovation and entrepreneurship base in Hebei Province, approved by the Science and Technology Department of Hebei Province, with the guidance and support of the Hebei Provincial Department of Science and Technology (the Bureau of Foreign Experts Affairs) and the Shijiazhuang Municipal People's Government.

With an operating area of 7,000 square meters, the offshore talent base consists of a headquarters space and an incubation park. It is an international offshore service platform integrating space creation, business incubation, talent introduction, finance, taxation, legal affairs and angel investment. Adopt the offshore mode of "registration in the region and operation at home and abroad" and use market-oriented means to build a low-cost, convenient, all-factor, open and mature space carrier.

With headquarters space as the main body, based on Shijiazhuang High-tech Zone, the layout of external "cross-border resource network" and internal "double-creation ecological network" links the inside and outside, according to the main industries of Shijiazhuang High-tech Zone: Biomedical, electronic information, high-end equipment manufacturing, recycling chemical industry and other parks, to carry out project introduction, cooperative research and development, technology transfer and transformation, international exchanges and cooperation, inspection visits.
The base provides integrated business incubation, business investment, business counseling and other services, while helping small and medium-sized enterprises to provide business registration, office space, conference space, resource docking services and other support etc.
For enterprises registered through the base, high-quality service institutions will be introduced to provide all-round trusteeship services for talent innovation and entrepreneurship; For high-end albums and high-level entrepreneurial talents who start businesses overseas, provide overall pre-service such as resource docking, talent training, entrepreneurial project operation and investment docking; Through "overseas pre-incubation", we will improve entrepreneurial teams or entrepreneurial projects and form a flexible and convenient entrepreneurial model.
The mode of "one-stop escort service + massive project resources docking + government guidance + investment fund" will start and stimulate the inflow of overseas resources in Hebei Province, integrate and update more sophisticated development factors, and accelerate the matching of Hebei Province with global innovation resources.

International Exchange Activities

1. Organize the matchmaking meeting of talent introduction project in Hebei Province. Accelerate the construction of offshore bases, promote international exchanges and cooperation within the province, and attract more overseas high-end talents, advanced technologies and projects to gather at the base. On October 24, 2023, a matchmaking meeting was held in the offshore base of Shijiazhuang High-tech Zone. A total of 21 projects were released, covering 4 fields, such as biomedicine, electronic information, equipment manufacturing and quality control etc.
2. Organize the matchmaking meeting of international medical projects. In order to understand the latest development of foreign medical field, build an international exchange platform and promote international scientific and technological innovation and cooperation. On January 30, 2024, an international medical project matchmaking meeting was held in Zhitong Medicine Valley Park, High-tech Zone. Representatives from hospitals, research institutes and medical enterprises in the province participated in the meeting in the form of online and offline. At the meeting, 7 overseas medical projects from the United States, Japan, Australia, New Zealand and other countries were roadshowed, 2 projects were signed and 30 outstanding overseas projects were released.
3. Organize the matchmaking meeting of international energy and environmental protection projects. In order to promote the integration of Hebei's energy and environmental protection field with the international advanced technology field, and strengthen the exchanges and cooperation between enterprises in our province and overseas countries in technological innovation. On February 1, 2024, an international energy and environmental protection project matchmaking meeting was held in Hebei (Shijiazhuang) Overseas Talents Offshore Innovation and Entrepreneurship Base, 30 companies attended the meeting, and 8 overseas quality projects from Finland, Britain, Slovenia and other countries were released.
4. Organize a new generation of electronic information technology matchmaking meeting. In order to further strengthen the high-quality development of the new generation information technology industry in our province, promote the complementarity of industrial chains with other countries, plan a new highland for the cooperation of the new generation information technology industry with high quality, and promote the new generation information technology industry in Hebei Province to become stronger and better. On March 4, a new generation of electronic information technology matchmaking meeting was held, with more than 60 online and offline enterprises from home and abroad attending the meeting. Fedil Zahineco, an expert who graduated from Harvard University, gave a keynote speech about the great potential and value of cloud computing technology under the internet wave, and released six overseas high-quality projects.
5. Organize matchmaking meetings for overseas higher and vocational education projects. This activity is dedicated to promoting the interconnection in the field of education in Hebei, and it is carried out through the release of international education projects, the docking of high-end education experts and the sharing of achievements in international education projects. On March 5, Wang Zhongqun, Director of Foreign Experts Management Office of Hebei Provincial Department of Science and Technology, attended the meeting and delivered a speech. Sun Yifang, Deputy Director of Foreign Experts Management Office of Hebei Provincial Department of Science and Technology, and Cao Fengmei, Director of Science and Technology Bureau of Shijiazhuang High-tech Zone attended the meeting. Professor Tomasz of Poland, a foreign expert in the field of education, and President Fedir of Ukraine were invited to attend the meeting and release the project.
6. Organize international talent exchange matchmaking meetings. On March 20, five overseas experts from Russia, the Netherlands, New Zealand and more than 80 representatives from domestic and overseas enterprises attended the meeting. The meeting specially invited Augusta, chief technology officer and co-founder of Dr Glitter in New Zealand, Kalu Imo, technical consultant of Nahod Petroleum Company under Russian Petroleum Group, Viacheslav, deputy general manager of Russian AeroSib Company, and Mikhail, an electrical engineer. Dutch risk management expert Lex Dielen attended and released the project, which facilitated overseas experts to reach talents and project cooperation intentions with five companies and sign cooperation agreements.

The new generation of electronic information industry in Shijiazhuang has accelerated to 100 billion levels, led by innovation, and built 132 national and provincial innovation platforms to gather innovative resources to help the new generation of electronic information industry take the lead in breaking through; Cluster strength, with Luquan District as the core and radiating high-tech zones and other regions, a new generation of electronic information industry cluster has been formed; Initially formed an industrial system with semiconductor, modern communication, automotive electronics and electronic information services as the mainstay;

In 2023, an electronic science and technology park was planned in the high-tech zone, focusing on the development of new display, power electronics and other industries. At present, more than ten electronic information projects have been successfully introduced, and at the same time, electronic science innovation park, electronic enterprise headquarters base, 5G communication base station antenna production line and other projects have been reserved.
