(Great Wall Network·Jiyun Client — Reporter: Li Daijiao, Correspondents: Qi Haiyan, Li Shuai, Li Yifei) Since the beginning of this year, Zhangjiakou has steadfastly pursued a strategy centered on "scenario-driven innovation and innovation-empowered industries." Utilizing the Xiong'an Future City Scenario Exchange as a key platform, the city has been actively "matching technologies with scenarios and scenarios with technologies." The objective is to establish a new operational framework for innovative application scenarios characterized by "demand-driven traction, technology-led propulsion, policy-enabled empowerment, and collaborative synergy," thereby fostering the integrated advancement of technological and industrial innovation.

Creating Innovative Application Scenarios to Enhance Core Competitiveness of Key Industries
Focusing on the demand for high-end, intelligent, and green development across its six pillar industries—sports culture and tourism, ice and snow economy, big data, renewable energy, modern manufacturing, and sustainable agriculture and animal husbandry—Zhangjiakou has intensified the demonstration and application of cutting-edge technologies such as artificial intelligence, the industrial internet, intelligent computing integration, and green technologies. Through meticulous selection and refinement, the city has curated a portfolio of "high-value scenario lists" that are forward-looking, trendsetting, exemplary, and practically implementable. To date, 35 projects, including the "Sub-Mother Separation Failure Low Earth Orbit Satellite Recovery Scheme" and the "Backpack-Mounted Rapid Approach Device for Single Operators," have been entered into the advanced technology repository. Meanwhile, 72 projects such as the "Intelligent UAV Inspection System for New Energy Wind and Solar Farms" and the "Industrial Big Data Management and Digital Decision Support Platform for Coal Machinery Equipment" have been included in the application scenario database. Additionally, 32 specific scenario construction needs and challenges have been identified. Following review and approval by the Xiong'an Scenario Exchange Organizing Committee Office, 30 highly innovative, market-ready technologies will be featured on the exchange's global technology export platform.

Innovating Scenario-Based Investment Promotion Models to Attract Technology Enterprises
Recognizing scenario-based investment promotion as a crucial measure for improving the business environment, Zhangjiakou is "providing scenarios and offering opportunities" and "attracting investment through competitions." This approach facilitates precise matches between scenario supply and demand, successfully attracting a number of technology enterprises to invest and establish operations in the city. This year alone, seven enterprises from the Xiong'an Scenario Exchange have established projects in Zhangjiakou. Notably, Shenzhen Sanhe Zhiyi Technology Co., Ltd. has launched its low-altitude economy industrial base projects in both Shangyi County and Yu County, with product prototypes already deployed in both locations. The Shangyi County project, with a total investment of 52 million yuan, is projected to generate an annual output value of 104 million yuan upon full operation. The main construction of its plant has been completed, and production equipment is scheduled to be installed and commissioned by the end of November. The Yu County project, involving a total investment of 58 million yuan and an expected annual output value of 100 million yuan, is currently undergoing plant renovations and equipment procurement, aiming for full completion and commissioning by the end of December.

Promoting the Application of Scenario Innovation Achievements and Accelerating Pilot Platform Construction
By strengthening enterprise-led, deeply integrated industry-academia-research collaborations and proactively opening up markets and application scenarios, Zhangjiakou is rapidly establishing a network of concept validation centers and demonstration platforms for the pilot-scale testing of scientific and technological achievements across key industrial sectors. This strategy aims to transform more scientific and technological achievements from prototypes into marketable products and, ultimately, into thriving industries, thereby creating a synergistic "Technology R&D + Pilot Platform + Application Scenario" innovation ecosystem ("Pilot+"). A notable success is the provincial-level demonstration platform for the pilot-scale transformation of scientific and technological achievements established at Hebei Wuwang Electric Technology Co., Ltd. This platform has already provided pilot testing, maturation support, and inspection services for 31 projects from Beijing and Tianjin institutions. As a result, four technological achievements from these regions have been successfully transformed or industrialized within Hebei Province following pilot testing on this platform, generating an expected economic benefit of 21.46 million yuan within the year.

Actively Introducing Innovation Resources and Strengthening Beijing-Tianjin-Hebei Collaborative Innovation
Actively fostering multi-level, broad, and close-knit scientific and technological partnerships between local enterprises and research institutions and their counterparts in Beijing and Tianjin, Zhangjiakou is jointly tackling key generic technologies and building advanced technology application scenarios. This effort is central to establishing the new paradigm of "R&D in Beijing-Tianjin, Transformation in Zhangjiakou." The transaction value of technology contracts absorbed from Beijing and Tianjin is projected to exceed 4 billion yuan this year, marking a year-on-year increase of over 20%. For instance, Zhangxuan High-tech has teamed up with the University of Science and Technology Beijing to form a research team focused on the "R&D of Key Technologies for High-End Green Automotive Sheet Production Based on a Short-Process Hydrogen-Based Direct Reduced Iron-Electric Furnace." Similarly, Hebei Gaoye New Material Co., Ltd., with technical support from Hebei University of Technology, is jointly developing an application scenario for "Advanced Materials – High-End Equipment Manufacturing Using High-Purity Metals and Alloys." This initiative has already established a 12,000-square-meter R&D workshop and an internationally certified testing center. It has refined four core product lines—high-purity metals and master alloys, 3D printing powders, sputtering target systems, and novel functional materials—and preliminarily built corresponding manufacturing platforms. Some products have already achieved import substitution, enhancing the self-sufficiency and resilience of the industrial chain.
