Several Measures on Accelerating the Introduction, Cultivation, and Effective Utilization of Talent to Serve the Development of New Quality Productive Forces

To further introduce, cultivate, and effectively utilize talent in all respects, promote the quality improvement and upgrading of the "Haihe Talent" Action Plan, better serve the development of new quality productive forces, and advance the implementation of the "Ten Actions" for High-Quality Development, the following measures are formulated.

I. Implement more open and inclusive initiatives to accelerate the gathering of outstanding talent from both home and abroad

(1) Facilitate the Introduction of Outstanding Talent. Organize the "Haihe Talent" Conference, including activities such as talent recruitment, project matchmaking, open challenge initiatives, and entrepreneurship competitions, to facilitate networking and talent gathering through conferences and competitions. Strengthen cooperation with industry-leading enterprises, leverage technologies such as large models and big data, and provide services such as intelligent policy search, talent potential assessment, and precise job matching to improve the efficiency of connecting talent with industries. Give full play to the role of employers as the main bodies for talent introduction, and support the introduction of outstanding talent in various fields through methods such as talent referral, recruitment via conferences, and academic cooperation. (2) Implement Key Talent Introduction Programs. Support key industries, major projects, and key academic disciplines in accelerating the introduction of leading talent, and provide subsidies and rewards to eligible talent in accordance with regulations. For postdoctoral research stations undertaking projects involving original discoveries, disruptive innovations, and "0-1" technological breakthrough projects, support postdoctoral program-establishing entities in introducing doctors to conduct research at the stations, and provide daily operating subsidies based on merit selection. Support newly introduced returned overseas students who come to Tianjin for employment and entrepreneurship in applying for talent programs such as the Startup Support Program for Returned Overseas Students. (3) Facilitating Overseas Talent’s Arrival in Tianjin. Provide "instant processing" services for foreign high-level talent applying for talent visas, visitor visas, work-related residence permits; offer door-to-door processing services for those in urgent or necessary circumstances. Provide services such as immediate processing and rapid inspection and release for personal belongings of overseas high-level talent coming to work in China. Expand the catalogue of recognized overseas professional qualifications, and provide relevant supporting policies in areas such as work permits and entry-exit procedures. Foreign graduates who have obtained a master's degree or above in science, technology, engineering, or mathematics fields from globally top-tier universities or domestic "Double First-Class" universities may, when applying for work permits, have the work experience requirement waived and be exempted from submitting work experience documentation if relevant provisions are met. For foreign young scientific and technological talents, handle Category A work permits for foreign high-level talent. II. Increase support for employment and entrepreneurship to attract more university students to develop in Tianjin

(4) Establish a Job Searching Platform for University Graduates. Relying on public service information platforms such as the Tianjin Digital Employment and Entrepreneurship Information System and the Tianjin Secondary and Tertiary School Employment Information Network, as well as market-based information platform carriers, set up job search sections for university graduates, regularly publish and accurately push job information to university graduates, and conduct online recruitment and other activities on a regular basis. Support leading enterprises in key industrial chains and science and technology parks in establishing employment internship bases and university student training bases to attract university students to intern and train in Tianjin, and provide living expense subsidies in accordance with regulations. Regularly organize campus recruitment and activities such as students' "Trip to Tianjin" to help university graduates connect with development platforms and job opportunities. (5) Expand Employment Opportunities for University Graduates. Actively explore employment opportunities in new business forms, implement relevant support policies for enterprises in new business forms, and encourage enterprises to develop high-quality jobs for university graduates. Deepen the implementation of grassroot service projects such as the "Three Supports and One Assistance" program (supporting education, agriculture, medical care, and poverty alleviation), guiding more university graduates to focus on grassroots job opportunities. In the open recruitment of civil servants and public institution recruitment across the city, set up recruitment plans with a preference for university fresh graduates. (6) Supporting University Graduates to Start Businesses in Tianjin. University graduates starting businesses in Tianjin can apply for start-up secured loans of up to ¥300,000 and enjoy interest subsidy support per regulations. University graduates who start their first business in Tianjin within two years of graduation, have been operating normally for one full year and have successfully driven employment, can enjoy a one-time start-up subsidy. Support university students and graduates within five years of graduation to participate free of charge in entrepreneurship training covering areas such as innovation awareness, business simulation, and business management. Those who rent premises to start a business can enjoy rental subsidies for up to 24 months. III. Adhere to industry-education integration in talent cultivation to build a high-caliber talent team

(7) Accelerate the Cultivation of Outstanding Young Talent. Implement a project for cultivating young scientific and technological talent, selecting 100 individuals with strong innovation potential annually, implementing a "dual mentor" cultivation model involving both research mentors and industry mentors, and providing up to ¥600,000 in special fund support. Implement the joint funding project between the China Postdoctoral Science Foundation and Tianjin Municipality, targeting major strategic, strategically advanced technology, and fundamental science frontier areas, to fund and cultivate a group of outstanding postdoctoral researchers. Guide social forces to actively participate in talent cultivation, supporting the establishment of postdoctoral innovation and entrepreneurship funds to support outstanding postdoctoral training, competitions, innovation and entrepreneurship activities, etc. Implement a special training program for technical and skilled talents in the digital economy, promote the "order-based class" model for industry-education integration and training, and support enterprises and universities in jointly developing training programs, forming teaching teams, building teaching resources, and conducting evaluation and assessment, collectively cultivating a group of digital economy engineers. (8) Focus on Cultivating High-Caliber Skilled Talent. Vigorously implement the "Haihe Craftsman" construction project, supporting enterprise employees, college students, and other key groups to participate in vocational skills training to enhance skill levels and employment and entrepreneurship capabilities, focusing on the needs of pillar industries, strategic emerging industries, and future industries. Regularly hold the "Haihe Craftsman Cup" skills competition and industry and regional vocational skills competitions to cultivate more high-caliber skilled talents. Support the construction of skill master studios, leveraging their role in mentoring apprentices, imparting skills, and inheriting techniques. Select outstanding high-skilled talents such as "Haihe Craftsmen" and "Tianjin Technical Experts", and organize a series of "Tianjin Skills Week" activities to create a social atmosphere that respects labor and values skills. (9) Targeted Cultivating of Urgently Needed and Scarce Talent. Implement the Outstanding Manufacturing Talent Training program, supporting talent in developing new products, improving new processes, and solving practical problems in production, providing selected individuals with ¥150,000 per year for three consecutive years. Implement the project for cultivating high-level entrepreneurial talents, selecting a certain number of senior managers from outstanding enterprises across the city annually as training candidates, enhancing their comprehensive capabilities in corporate governance, operation, and management through centralized training, precise matchmaking, and follow-up services. Implement the project for selecting and cultivating high-level talents in the propaganda, ideological and cultural fields, selecting leading cultural talents and outstanding young cultural talents, providing them with ¥100,000 and ¥50,000 per year respectively for three consecutive years. IV. Deepen the reform of talent development systems and mechanisms to stimulate the innovation and entrepreneurship vitality of all types of talents

(10) Advance the Reform of the Talent Evaluation System. Establish a dynamic adjustment mechanism for professional title evaluation, optimizing the setup of professional title specialties based on key industries, emerging industries, frontier fields, etc. Promote the alignment of professional qualifications and vocational skill levels with professional titles, extending the field of career development between high-skilled talents and professional technical talents to eight professional title series, including engineering technology, agricultural technology, arts and crafts, cultural relics and museology, experimental technology, art, sports, and technical school teachers. Implement a special initiative for "evaluating professional titles for science and technology enterprises", highlighting the recognition of landmark achievements, and providing "direct access" services for professional title evaluation for scientific research and development talents in key enterprises being cultivated for listing. Implement the "New Eight-Level Technician" vocational skill level system, supporting qualified employers in establishing Chief Technician and Super Technician technical positions. (11) Support the Transformation and Application of Scientific and Technological Achievements. Establish a new project approval mechanism for science and technology plans based on the principle of "enterprises posing challenges, capable individuals solving them, and the government providing support", encouraging enterprises, universities, and research institutes to engage in industry-university-research cooperation and develop high-quality scientific and technological achievements oriented towards industrial needs. Focusing on addressing difficulties, bottlenecks, and pain points in the transformation of scientific and technological achievements, deepen the reform and innovation of scientific and technological achievement transformation, mobilizing the initiative and motivation of universities and research institutes as the main entities in technology transfer and transformation, and unleashing the innovation and entrepreneurship vitality of researchers. Smooth the pathways for researchers to invest their scientific and technological achievements as equity, supporting researchers with leadership positions to take technology shares, and promoting the incubation of more high-quality achievements as technology shares in carriers such as the Tianjin Tiankai Higher Education Innovation Park. (12) Improve the Talent Compensation Distribution Mechanism. Universities and research institutes can independently determine performance assessment and performance compensation distribution methods within the approved total performance compensation budget. For leading scientific and technological talents and key talents fully engaged in major research projects and basic research projects, and meeting relevant provisions, systems such as annual salary and separate performance compensation budgeting can be implemented. Promote the implementation of equity incentives for listed companies, equity and dividend incentives for science and technology enterprises, and support the prudent implementation of employee stock ownership plans in mixed-ownership enterprises. Support state-owned enterprises in granting leading talents more flexible rights to determine technical paths and use funds, and explore the implementation of negotiated salaries, special incentives, etc., for special talents. V. Strengthen support for platforms and carriers to accelerate the coordinated development of science, technology, education, and talent

(13) Support the Development of Platforms for Coordinated Development in the Beijing-Tianjin-Hebei region. Enhance the carrying capacity of important platforms for undertaking the non-capital function relief from Beijing, such as the Tianjin Binhai-Zhongguancun Science and Technology Park, the Baodi Beijing-Tianjin Zhongguancun Science and Technology City, and the Wuqing Beijing-Tianjin Industrial New City, actively undertake scientific and technological innovation resources, high-quality manufacturing enterprises, modern service enterprises, projects, and talents, and effectively connect regional innovation chains, talent chains, and industrial chains. Deepen the integrated and high-quality development of the Tongzhou-Wuqing-Langfang region, promoting shared platform development, shared talent utilization, and shared resource use. Build carriers for overseas talent innovation and entrepreneurship such as Overseas Students Pioneer Parks, and jointly conduct talent recruitment, project matchmaking, technology research activities, etc., with Beijing and Hebei, sharing and co-developing channels and resources for introducing talent from home and abroad. (14) Support the Development of the Tiankai Higher Education and Science Innovation Park. Implement the "Regulations of Tianjin Municipality on Promoting the Development of Tiankai Higher Education and Science Innovation Park" and several policies and measures to support the park, optimize the "multi-point" layout, focusing on orderly expansion to parks and spaces with potential for the development of strategic emerging industries and future industries. Pilot the reform of the postdoctoral management, support the establishment of a general postdoctoral research workstation, adopt a method of on-demand application, acceptance at any time, and rapid approval, support enterprises stationed in the park to set up sub-workstations for postdoctoral research, and promote the rapid gathering of talent. Leverage the role of funds such as the Haihe Industrial Fund, vigorously attract and cultivate market-oriented technology service industries such as technology and commercial verification, small-scale pilot testing, inspection and testing, and knowledge services, focus on fields such as smart technology, life science and technology, and low-carbon technology to cultivate a group of high-tech enterprises, champions, and specialized and sophisticated enterprises, and promote the transformation of talent innovation achievements. (15) Strengthen the Construction of Talent Development Platforms. Build high-level innovation platforms such as national key laboratories, Haihe Laboratories, and Top Scientist Studios at a high standard, focusing on cultivating and introducing world-class scientific and technological leaders and innovation teams with core technologies. Support key universities and leading enterprises in jointly building excellent engineer academies, modern industrial academies, and future technology academies, promoting deep integration of industry and education, close alignment of industry and talent, and deep combination of industry and academia. Promote the construction of various types of innovation consortia, support leading scientific and technological enterprises in leading industry-university-research collaborative innovation, build platforms for project matchmaking, talent matchmaking, and financial matchmaking, provide policy support and application scenarios, and promote the integrated development of industry, technology, and talent. VI. Further optimize the service guarantee system to create a talent development ecosystem that attracts talent from near and far.

(16) Optimize the Settlement Support Policy. Eligible university graduates can apply online before graduation, and the public security, human resources and social security, and education departments will conduct unified review and handle the settlement procedures quickly. Skilled talents who have obtained relevant vocational skill level certificates in Tianjin, have stable employment in Tianjin, and meet relevant conditions, can apply for settlement according to regulations. Optimize the application process for settlement through the residential points system, opening a "mobile test” function for points to improve settlement processing efficiency. (17) Improve Supporting Living Services. Implement the "Haihe Talent" Card system; high-level talents holding A or B cards may apply for one high-level talent passenger car plate quota if they do not already have a Tianjin small passenger car registered under their name. Ensure adequate housing for talent by providing rental housing, talent apartments or other means to meet housing needs. In industrial clusters and talent-dense areas, continue to carry out the recognition of municipal-level talent apartments, providing support policies such as preferential water and electricity rates and rent. Encourage industrial parks with the capacity to improve supporting service facilities, introduce high-quality kindergartens, primary and secondary schools, medical and health institutions, etc., to address issues related to children's education and healthcare for talents. Establish a key talent contact service mechanism, forming a closed loop of work that includes dynamic identification of talent needs, tiered processing, regular consultation, follow-up implementation, and information feedback, providing key talents with support and guarantees in areas such as allocation of scientific and technological resources, team building, platform support, and social security. Establish a municipal comprehensive service institution for returned overseas students, providing policy consultation, training exchange, employment guidance, project application, and related services for returned overseas students coming to Tianjin. Establish an immigration service center, implementing a "one-window, parallel processing" model, providing one-stop services such as joint application for foreigner work permits and work-type residence permits, appointment for entry-exit document applications, and extension of visa documents. (19) Enhance the Level of Market-Oriented Services. Accelerate the construction of the China Tianjin Human Resources Service Industrial Park and the National Human Resources Service Export Base, adjusting and improving functional layouts to enhance the capacity to serve key industries. Strive to establish a national-level digital economy talent market, building a specialized platform for talent cultivation, exchange, evaluation, and allocation. Actively cultivate leading enterprises in the human resources service industry, supporting their applications for recognition as high-tech enterprises and specialized and sophisticated enterprises. Actively cultivate new business forms in the human resources service industry with high technology and high added value, supporting platform enterprises in areas such as flexible employment and talent recruitment in expanding new businesses and scenarios. Support enterprises in utilizing high-quality human resources service institutions to introduce talent, and provide recruitment subsidies in accordance with regulations based on the level of talent and performance contributions. (20)Optimize the Work Coordination Mechanism. Establish efficient scheduling and rapid response mechanisms for talent work, strengthen communication, contact, and information sharing among relevant entities, forming more efficient synergy in talent work. Consolidate work responsibilities, actively carry out performance evaluation of talent policies, and promptly optimize and adjust policies based on the evaluation results. Relevant municipal departments and all districts may formulate implementation rules and measures based on actual conditions.
