The policies for international talents in Haicang District

Haicang District has issued the "15 Measures for Building a World-Class Talent Bay Area", focusing on creating five "Talent Bay Areas" - the Dream Bay Area for Young Talent, the Vibrant Bay Area for Industrial Talent, the Friendly Bay Area for Sci-Tech Innovation Talent, the Open Bay Area for International Talent, and the Bay Area with the Optimal Talent Ecosystem. These measures aim to promote deep integration and coordinated development of talent work, technological innovation, and industrial development in Haicang.
To build an open bay area for international talent, accelerate the gathering of high-caliber international talent and projects, gradually enhance the international atmosphere of the urban area, and comprehensively strengthen the international allocation capacity of talent resources, the following provisions are made: full-time graduates from overseas universities whose alma maters are ranked among the top 100 in the latest editions of the three internationally renowned world university rankings, who are newly introduced since July 1, 2021, have worked continuously for three years in the same enterprise in Haicang District, and have received the living allowance for newly introduced graduates in Xiamen, a work allowance for newly introduced young talents will be granted according to their academic qualifications: 80,000 yuan for doctoral students, 50,000 yuan for master students, and 30,000 yuan for undergraduate students.

According to Article 19 of the “Action Plan for the Comprehensive Construction of a World-Class Talent Bay Area in Haicang District (2023-2026)” (hereinafter referred to as the Action Plan), the redemption of the work allowance for international youth talent in Haicang District will be accepted on the Haicang District Talent Service Information Platform. The relevant matters are announced as follows:

I. Application Period

The first batch of applications starts from the date of issuance of this announcement to August 9, 2024. Enterprises are welcome to actively submit application materials, and the District Bureau of Human Resources and Social Security will review them in a timely manner. After the first batch of applications, the online application platform will be open for a long time, and the District Bureau of Human Resources and Social Security will uniformly review and disburse the work allowance once a quarter.

II. Application Method
The application for the international young talent work allowance in Haicang District is handled online throughout the whole process. After the employer reviews and approves the application of the international young talent, it can apply through the talent service platform on the official website of Haicang District Government. III. Application Materials
The application for the disbursement of the international young talent work allowance shall be handled by enterprises uniformly. Enterprises must carefully read the "Action Plan" and the "Guidelines for Applying for International Youth Talent Work Allowance in Haicang District" (hereinafter referred to as the "Guidelines", see Attachment 3), strictly check the materials provided by talents, and confirm that they meet the conditions before applying.
1. Enterprises need to complete the following basic materials on the platform:

• The enterprise's unified social credit code certificate;
• The ID card of the legal representative.

2. Talents need to complete the following basic materials on the platform:

• Personal identity certificate;
• Associated unit.

3. Enterprises or talents also need to submit corresponding materials according to the application items, see the requirements for uploading attachments in specific application items on the platform.

IV. Notes

The specific conditions and requirements for applying for the work allowance shall be based on the "Guidelines for Applying for Work".

I. Applicable Objects and Subsidy Standards
Full-time graduates from overseas universities whose alma maters are among the top 100 in the latest rankings of the three internationally renowned world university rankings, who are newly introduced since July 1, 2021, have worked continuously for three years in the same enterprise in Haicang District, and have received the living allowance for newly introduced graduates in Xiamen City. They will be granted a work allowance for newly introduced young talents according to their academic levels: 80,000 yuan for doctoral students, 50,000 yuan for master students, and 30,000 yuan for undergraduates.
II. Application Conditions
1.Obtained a bachelor's degree or above overseas and certified by the Ministry of Education.
2.The alma mater is among the top 100 in the latest rankings of the three internationally renowned world university rankings.
3.Have received the living allowance for newly introduced talents in Xiamen City in Haicang.
4.Have continuously paid social insurance premiums for three years (inclusive) in the same enterprise in Haicang District since the date of introduction, and are still employed by an enterprise in Haicang District at the time of application.
III. Application Deadline
International young talents within the scope of application must apply through their employers within one year after meeting the application conditions. Failure to do so within the time limit will be deemed as giving up the application.
IV. Application Process
1.Application: According to the acceptance announcement issued by the District Human Resources and Social Security Bureau on the district government's official website, talents submit applications to their employers. After the employers review and approve, they apply through the talent service platform on the Haicang District Government's official website.
2.Acceptance: The District Human Resources and Social Security Bureau accepts the enterprise's application.
3.Review: The District Human Resources and Social Security Bureau reviews the work allowance application.
4.Public Notice: The District Human Resources and Social Security Bureau publicly announces the qualified personnel for 5 working days. If it is found that the person does not meet the conditions during the public notice period, the application will be suspended.
5.Payment: Those who pass the public notice without objections will have the allowance issued by the District Human Resources and Social Security Bureau.
V. Application Materials

VII. Relevant Instructions
1."Application Condition 2" in this guide is determined based on whether the applicant's alma mater was among the top 100 in the three world university rankings of the year when the applicant graduated. The three world university rankings refer to the THE World University Rankings, QS World University Rankings, and Academic Ranking of World Universities (ARWU) by ShanghaiRanking.
2.From July 1, 2021 to December 31, 2026 (before the policy expires), newly introduced international young talents who have received the living allowance for newly introduced graduates in Xiamen City (or have completed the public notice) can be included in the application scope.
3."Enterprises in Haicang District" in this guide refer to enterprises whose tax jurisdiction is Haicang District.
4.Applicants shall abide by laws and regulations and have no criminal record.
5.The time of introduction of newly introduced talents is subject to the time of registration in Xiamen signed by the municipal organization, human resources and social security, or education department when first introduced.
6.The work allowance for newly introduced international young talents in Haicang District is a one-time subsidy. Those who are promoted to a higher academic level after receiving the subsidy will not be given a supplementary payment.
7.The subsidy funds are directly issued to individuals.
8.For dispatched personnel, the actual employing unit shall review and apply, and a valid labor dispatch agreement must be provided at the time of application. Both the labor dispatch agency and the actual employing unit must be enterprises in Haicang District.
9.If an individual or employer provides false materials or obtains the work allowance for newly introduced international young talents by improper means, their qualification will be revoked once discovered. The employer shall be responsible for recovering the allowance, and the relevant information of the individual and the employer will be included in Xiamen's public credit information management platform in accordance with the Measures for the Administration of Public Credit Information in Xiamen City.
10.The work allowance for newly introduced international young talents in Haicang District, the work allowance for young scientific and technological talents, and the talent work allowance already issued in Haicang District shall follow the principle of "choosing the higher one without duplication".
