Chun'an County

Chun'an is located in the western part of Zhejiang Province, with a history of more than 1800 years. It is a beautiful garden city with "city in the scenery, scenery in the city", and is known as "the most beautiful water in the world". The air quality is excellent throughout the year, making it a national level tourist resort, a national 5A level scenic spot, and an international garden city. It is the only competition area outside the main venue of the 19th Hangzhou Asian Games with an Asian Games village, as well as a national ecological civilization construction demonstration area and a national ecological county.
In the new era of Chun'an, based on the endowment of ecological resources, we have built a distinctive "4+1" industrial system. In the field of healthy water industry, we focus on building a "high-end water industry base in China", and well-known water beverage enterprises such as Nongfu Spring and Qiandao Lake Beer continue to strengthen. In terms of comprehensive tourism, we will build a comprehensive development model of "lake city+beautiful town+slow village", create the IP of "five cities" of sports, beer, caviar, art, and love, make the core circle of one lake and one city excellent, and create a world-class "lake+" vacation destination. In modern agriculture, we have the brand of "China's Organic Fish Hometown" and focus on tea, fruits, vegetables, medicinal honey, and specialty aquatic products to create a source of high-end agricultural products in the Yangtze River Delta, allowing "Thousand Island Agricultural Products" to reach thousands of households. In terms of inclusive forestry, we will innovate and promote the construction of national reserve forests, turning over 5.2 million acres of forests into wealth and water, and digging out the "second thousand island lake" to enrich the people in the sea of forests. In terms of ecologically sensitive industries. Fully leverage the ecological advantages of mountains and water, develop eco-friendly industries, create emerging industry incubators, and promote the landing of "green, rich, and beautiful" projects.

The high-level talent innovation and entrepreneurship projects introduced to Chun'an (including in Hangzhou enclave), which are identified as A-E projects and implemented after review, can enjoy   a maximum project subsidy of 30 million yuan, the full interest discount loan of up to 5 million yuan for three years, and the rent subsidy of 500 square meters of office space; Talents identified as A-F class of Chun'an can enjoy up to 8 million yuan housing subsidies and 300,000 yuan government subsidies, and can also obtain "Chun'an talent code" ,enjoy "1+5" free lake travel without  limit to the number of times, free accommodation in 6 starred hotels and spouse employment, children's schooling and other services; Fresh full-time bachelor degree or above graduates who work in Chun'an can enjoy living subsidy after obtaining 3 years working experience in Chun'an, undergraduate can  get a subsidy of 40,000 yuan, master can  get a subsidy of 80,000 yuan, doctor can  get a subsidy of 240,000 yuan living subsidies, all of them can enjoy annual rental subsidies of 10,000 yuan for three years ; Full-time college students who come to Chun'an within five years of graduation to seek employment can enjoy the "youth talent station" service, which provides free accommodation for up to five days, and can also enjoy free coffee, catering discounts, preferential policies for purchasing agricultural products.

Chun'an unswervingly implements the "No. 1 Development Project" to improve the quality and innovation of the digital economy, and provide policy support for the cultivation of digital economic entities, the development of larger and stronger enterprises, and the enterprises’ development of digital and intelligent . The enterprises which is the core of the digital economy will be awarded 100,000 yuan for the first time beyond the designated size and quota, and another 200,000 yuan will be awarded to the enterprises which stay in the database for three consecutive years after the first time. Chun'an supports enterprises to create "future factory" and give the maximum reward of 5 million yuan;Chun'an encourage enterprises to implement digital transformation projects, and give 30% subsidy of the actual investment, no more than 1 million yuan subsidies; For the identified Industrial Internet Platform, Chun'an gives the maximum reward of 5 million yuan;The smart manufacturing application demonstration projects will be awarded 3 million yuan; The national pilot enterprises of the integration of informatization and industrialization standardization will be rewarded with 200,000 yuan; The digital engineering service company listed in the announcement of provincial and municipal economic and information departments will be awarded 50,000 yuan. For the water industry, Chun'an provides research and development expenditure subsidies up to 3 million yuan, and 500,000 yuan is awarded to enterprises to build independent R & D laboratories.

Qiandao Lake Zhigu Building is located at No. 89, Maojiaqiao Road, Xihu District. It was opened at the end of November 2019. It covers an area of 14.38 mu, with a total construction area of 58,000 square meters. With big data, artificial intelligence, cloud computing and other product applications as the core, the park integrates multiple goals such as software development, achievement transformation, enterprise incubation, technical services, and talent training to build a digital economy industrial park. At present, there are 5 national high-tech enterprises, 14 provincial small and medium-sized sci-tech enterprises, 1 national specialized and sophisticated "little giant" firm that produce new and unique products , 2 near-listed enterprises, and 1 municipal mass creation space. In November 2020, the park was awarded the title of the first digital economy "enclave" demonstration base in Zhejiang Province by the Zhejiang Economic and Information Administration. In 2020, Qiandao Lake Zhigu Building integrates multiple resources, and jointly established a unique innovation and entrepreneurship platform - "Qianxun" incubator with the Communist Youth League Hangzhou Municipal Committee, Chun'an County Foreign Cooperation and Investment Promotion Bureau, and micro-chain. Today, Chun'an Economic Development Zone is a provincial Economic Development Zone，composed of Nanshan Comprehensive Block, Gushan Industrial Estate, Pingshan Industrial Estate,Qingxi new district and Pearl Peninsula Block，with a total planned area of 38 square kilometers and an available area of 12.4 square kilometers.Now, Chun'an Economic Development Zone gives full play to the unique advantages of Qiandao Lake as "Good water in China", actively creates a characteristic ecological industry platform dominated by the water beverage industry, including 7 industry chain such as drinking water, fruit and vegetable juice, protein drinks,tea drinks,functional drinks, carbonated drinks, whiskey (fruit wine) and beer. Successfully cultivated a number of  "leader" brands ，such as Nongfu Spring, Qiandao Lake beer, Xiashou fruit and vegetable juice, Chengcheng whiskey et cetera. Newly signed 8 contrats，each of which is over 100 million, such as Oriental Honghu, Chengde Lulu, Lechun Drinks and Fresh Mu Fresh. At the same time, in order to ensure the healthy development of the water and beverage industry, the development zone has also actively built a series of supporting facilities, including water and beverage industrial park with 100,000 square metres, water and beverage comprehensive service center, Qiandao Lake raw water diversion project, and set up an industrial fund project with a total scale of 1 billion RMB.
Qiandao lake high-speed Railway New Area is located in the north of Chun'an County, and S302 provincial highway runs through the whole territory, which is an important transportation hub from Chun'an to Shanghai and Hangzhou. The planned total area of the high-speed railway New area is 221 square kilometers, the planned total area is 77 square kilometers, and the existing stock of industrial land can be developed more than 2000 mu, which is the platform with the most existing stock land. At present, the high-speed railway New Area focuses on the development of water beverages, health food, health products, biotechnology, life cells and functional headquarters and other ecologically sensitive industries. Has successfully attracted Qiandaohu whiskey, Huarui whiskey and Chengcheng International Whiskey Manor three projects signed and landed, with a total investment of about 2.5 billion RMB to create "the best whiskey producing area in China", forming a "whiskey producing area". At the same time, there is a Qiandao Lake high-speed railway New Area ecological industrial park in the area, which has landed 16 entity enterprises, including 2 industrial enterprises on the plan and 1 enterprise above 100 million RMB. With the goal of building a healthy industrial park,we will promote the joint development of primary, secondary and tertiary industries.
