Chengdu Unveils a Combined Strategy to Bolster the Digital Cultural and Creative Industry Ecosystem

On April 15, the Chengdu digital Cultural and Creative Industry Investment Promotion Conference was held as a key supporting event of the 13th China Online Audio-Visual Convention. At the conference, the Chengdu International Digital Cultural and Creative Innovation and Application Competition was officially launched, and the Chengdu Cultural Big Data Company was inaugurated. Additionally, several documents were released, including the "Ten Policies for Supporting the Development of Digital Cultural and Creative Talent in Chengdu: The 'Nezha' Action Plan (Draft for Comments)" and the "Chengdu Digital Cultural and Creative Financial Services Handbook (2026 Edition).”

Through a strategic combination of competitions, platforms and talent initiatives," Chengdu has demonstrated to the world that a creative city is not merely a place where inspiration flows, but also one that provides the fertile ground for turning that inspiration into tangible value.

At this promotion event, Chengdu's digital cultural and creative sector unveiled a noteworthy "combined strategy." The most notable highlight was the launch of the Chengdu International Digital Cultural and Creative Innovation Application Competition. Operating under the model of where the "government sets the stage, enterprises set the challenges, talents provide the solutions, and the market validates the results," the competition covers five major tracks: online literature, AIGC-based motion comic, digital music, large-scale VR experiences, and digital light art. The questions and operations are respectively led and managed by leading enterprises or platforms such as China Literature Group, Bilibili, and Tencent Music. Furthermore, the competition brings together top-tier national investment firms and local capital, while providing over ¥20 million in traffic support.

The "Nezha" Action's ten policies, released for comments at the conference, aim to strengthen the introduction and cultivation of digital cultural and creative talent. They focus on multi-level talent including top-tier, core, and start-up talent, and revolve around multiple dimensions such as OPC (One-Person Company) development, IP operations, and content creation. The policies continuously expand the team of high-level digital cultural and creative talent through aspects including industry-education integration, scenario supply, financial empowerment, and service guarantees. It is understood that the policies support the self-assessment of Chengdu's Category A to C talent based on "salary, position, performance, competition, and investment," with a special focus on selecting "non-consensus" talent with substantive contributions. For example, supporting talent in high-quality content creation are judged by their works and grant a one-time award of up to ¥1 million to the lead creators (teams) who win well-known domestic or international awards.

Currently, Chengdu is accelerating the construction of a nationally important cultural and creative center and a digital cultural and creative industry cluster. The introduction of this talent policy will fill the gap in the field of special incentives for digital cultural and creative talents. It is a continuation of last year's "1+4" policy package for the development of the digital cultural and creative industry, further expanding the coverage of support for digital cultural and creativity from the industry as a whole to individual talents, and strongly promoting the high-quality development of Chengdu's digital cultural and creative industry.

Additionally, the Chengdu Cultural Big Data Co., Ltd., established by the Chengdu Media Group (Chengdu Media Industry Group), was officially unveiled.

Leveraging the Chengdu Media Group's media communication matrix with an average daily traffic exceeding 100 million visits, the advantages of resources such as the Chengdu Cultural Assets Exchange, and its technological first-mover advantages, the Chengdu Cultural Big Data Company has built a "5-core business systems” and a “6-core product matrix" structure. Specifically, the five business systems include cultural data infrastructure services, cultural digital asset operations, cultural data scenario activation, cultural data technology research and development, and cultural data governance services. The six product matrices include a digital cultural asset operations platform, a cultural digital asset trading platform, a cultural consumption big data platform, a cultural digital-intelligence cloud platform, an AI application agent cluster, and a cultural content security and risk control platform. Through models such as data product sales, asset operations, integrated marketing, and ecological co-creation, the company aims to revitalize vast amounts of "dormant" cultural data.

The superior industrial ecology and business environment have attracted many big names to invest and start businesses in Chengdu. As Yang Chenghu, Vice Dean and Professor of the School of Arts and Media at Beijing Normal University, observed, "In recent years, Chengdu has deeply, genuinely, and enthusiastically embraced the audio-visual industry. It is not about how many film and television companies or how many Sichuan-related movies and TV dramas have been produced in the traditional sense. Rather, it has broadly integrated the entire cultural sector into the urban-related audio-visual sector."
