Service Content:

Application of "Shandong Huicai Card"

Acceptance Conditions:  

All types of high-level talents from home and abroad are introduced and independently encouraged by Shandong Province. These mainly include high-level Chinese talents studying abroad, high-level foreign talents, domestic high-level professional and technical talents, high-level management talents, high-level skilled talents, etc.

Procedure:  

1. The high-level talent logs into the "Shandong High-Level Talent Service Information System" and submits the relevant personal information;
2. The employer logs into the "Shandong High-level Talent Service Information System" and assigns a service specialist to the talent;
3. The service specialist logs into the system to supplement and finalize the information of the high-level talent: d. Submit the information to the high-level talent service window at the same level for review; e. After passing the review, the information is submitted to the provincial high-level talent service window level by level;
4. The provincial high-level talent service window then issues a "Shandong Huicai Card" to the high-level talent according to the procedures and time limit.

Required Materials:  

1. Submission for direct issuance: 1 copy of the announcement document of the candidate for the key talent project;
2. Submission for auditing and reviewing issuance: 1 copy of the Application Form for the Auditing (Review) Identification of High-level Talents in Shandong Province (filled in online);
3. Submission for auditing issuance: 1 copy of the announcement document of the candidate for the key talent project and work contract;
4. Submission for reviewing issuance: 1 copy of the main achievements (representative works, patent certificates, product certificates, etc.), a certificate of honorary titles, and the work contract.
