Hubei WuhanIn accordance with the Notice on the Comprehensive Implementation of the Work Permit System for Foreigners Working in China (WZJF [2017] No. 40) issued by the State Administration of Foreign Experts Affairs, the Ministry of Human Resources and Social Security, the Ministry of Foreign Affairs, and the Ministry of Public Security, when applying for a work permit for foreigners in China, a foreign applicant qualifies as Category A (Foreign High-End Talent) if their average salary income is not less than six times the local average social salary income of the previous year, and qualifies as Category B (Foreign Professional Talent) if it is not less than four times the said income.
According to the Announcement on 2024 Wage Statistics Data released by the Wuhan Municipal Bureau of Statistics, the average annual salary of employed persons in urban units in Wuhan in 2024 was 112,917 yuan, corresponding to a monthly average of 9,409.75 yuan. Therefore, effective from July 1, 2025, to June 30, 2026 (based on the initial submission date recorded in the application system), for the purpose of determining the classification of foreigners applying for work permits via the salary-based criterion, the applicable monthly salary income thresholds are 56,459 yuan for Category A and 37,639 yuan for Category B.
