Pudong rolls out new measures to boost shipping

At the 2025 Pudong High-quality Shipping Development Conference, held on June 13, Pudong New Area released a comprehensive new policy package to propel its shipping industry into the next era. 

With over 10,000 shipping-related enterprises, including 3,000 high-end service providers, Pudong has moved beyond being just a production-focused shipping hub. It's now stepping up to become a governance-driven international shipping hub.
10 new measures to power shipping growth

The Pudong New Area shipping office introduced 10 support measures for high-quality shipping development, alongside a report on high-end shipping services and updated industry development plans.

Here are the 10 support measures:

1. Support shipping enterprises in upgrading and expanding.

2. Improve high-end shipping services.

3. Encourage innovation in shipping insurance.

4. Build a global service platform for shipping companies expanding abroad.

5. Advance digital, smart, and green shipping transformation.

6. Foster a dynamic innovation ecosystem for shipping.

7. Develop a leading hub for shipping talent.

8. Boost logistics and supply chain industry clusters.

9. Establish the Pudong International Maritime Arbitration Innovation Center.

10. Build a world-class Pudong shipping brand.

Strong incentives to attract 

   top shipping talent

As part of its effort to build a top-tier shipping talent hub, Pudong is offering strong incentives and comprehensive services to attract and retain high-caliber professionals. Captains, chief engineers, and other key or urgently needed shipping specialists are eligible for incentives of up to 2 million yuan ($278,353.51).

In addition to financial rewards, Pudong offers full-lifecycle support covering housing, education, healthcare, and immigration services. High-end shipping professionals can also receive funding for specialized training programs, both domestically and internationally.
New vision for the logistics supply chain
A strategic roadmap for the logistics supply chain was also unveiled, which outlined a "3-7-N" hub system to accelerate logistics development. The system includes three international gateway hubs — Waigaoqiao international gateway logistics hub, Eastern Hub cross-border gateway hub, and Lin-gang global distribution hub — along with seven regional logistics centers and multiple core logistics nodes.
