Hunan Province has introduced eight measures to optimize the innovation and entrepreneurship environment for foreigners

Recently, the Hunan Provincial Department of Commerce and eight other departments jointly issued the "Eight Measures to Optimize the Innovation and Entrepreneurship Environment for Foreigners in Hunan", providing support for foreign investors to innovate and start businesses in Hunan and enhance their confidence and motivation to invest and start businesses in Hunan. This measure will take effect on June 1 and will be valid for five years.

Further smooth the entry channels. Make good use of the policy benefits such as mutual visa exemption, unilateral visa exemption and 240-hour visa-free transit, provide the National Immigration Administration's 12367 service platform "Global No. 1 Full-time Linkage" and to facilitate customs clearance for eligible foreign innovative and entrepreneurial talents.
Further optimize the workflow. Expand the pilot scope of one-stop services for foreigners working in China. Simplify the application materials for work permits for foreigners coming to China and optimize the approval process for work permits for foreigners coming to China.
Further improve the "three-in-one" acceptance system for international travel health examination certificates, work permit approvals, and residence permits, and deeply implement the integration of foreigner work permits and social security cards.
Further improve the entrepreneurial environment. Continue to promote the construction of international talent innovation and entrepreneurship service bases, support local governments in establishing foreign entrepreneur incubation centers, and provide comprehensive services such as office space, legal consultation and financial support for foreign entrepreneurs coming to Hunan for innovation and entrepreneurship. Optimize the enterprise registration process, promote convenient measures such as online identity verification and the integration of multiple certificates, and reduce the cost of starting a business.
Further improve the convenience of life. Encourage the creation of international communities such as overseas returnee towns, create characteristic living scenes such as style streets, and hold cultural exchange activities regularly. Qualified foreigners can directly purchase commercial housing. Add international routes in due course.
Further improve medical services. Support private capital investment in the establishment of service institutions that provide medical services for foreigners. Encourage qualified public hospitals to open international clinics, provide multi-language and multi-mode appointment medical services, and support qualified hospitals to open "green channels" for foreign high-end talents to seek medical treatment in Hunan.
Further smooth the communication channels. Build and improve communication channels for foreigners, and facilitate the solicitation of opinions and implementation of foreign-related policies during the formulation process. Regularly hold a series of overseas talent recruitment activities such as the "International Talent and Enterprise Matching Conference". 
Further implement educational security. Improve the training quality of Sino-foreign cooperative education programs in regular senior high schools. Do a good job in the planning, coordination and overall management of schools for children of foreign personnel throughout the province. Optimize the enrollment process for foreign children and offer diverse educational options.
Further increase the intensity of rewards. Continue to implement the provincial foreign expert project and increase the intensity of rewards and support. Overseas academicians who establish enterprises in Hunan will enjoy the same support as those in China in accordance with regulations. Foreign high-end talents who meet the conditions will be given a living subsidy of up to 1 million yuan and comprehensive scientific research support. The proportion of foreign young talents supported by the provincial foreign expert project shall not be less than 15%.
