1. What is the starting fare for taxis in Jiangyin? Is there a surcharge for night rides?
The starting fare for taxis in Jiangyin is 8 RMB (for the first 2 kilometers). Beyond 2 kilometers, the rate is 1.80 RMB per kilometer, plus a regulatory fee of 0.15 RMB per kilometer, and a 50% empty-return surcharge for one-way trips, bringing the total rate to 2.85 RMB per kilometer. A night surcharge applies from 11:00 PM to 5:00 AM the next day, with a total rate of 3.15 RMB per kilometer.

2. How are fares calculated for shared (ride-pooling) taxi services?
Taxi drivers may pick up additional passengers with the consent of the passenger already in the vehicle. The fare for the shared portion of the trip is 70% of the standard rate.

3. Under what circumstances can a passenger refuse to pay the fare?
According to Article 24, Chapter 3 of the "Wuxi Taxi Administration Regulations," a passenger or user may refuse to pay the fare in the following situations:

• The taxi driver fails to use the meter properly or refuses to use the electronic payment system.
• The taxi driver fails to provide a valid fare receipt.
• The taxi breaks down within the initial distance covered by the starting fare, making it impossible to complete the service.

4. Under what circumstances can a taxi driver refuse to pick up a passenger?
According to Article 21, Chapter 3 of the "Wuxi Taxi Administration Regulations," a taxi driver may refuse service if the passenger or user:

• Carries prohibited items such as flammable or explosive materials.
• Is intoxicated or has a mental illness and requests a ride without an accompanying guardian.
• Is unwilling to pay the legally charged toll fees for specific facilities or road sections.
• Refuses to accompany the taxi driver to the nearest public security checkpoint for registration when traveling outside the city limits or to remote areas at night.
• Makes requests that violate the "Wuxi Taxi Administration Regulations" or traffic/security management regulations.

5. Who should pay the road and bridge tolls – the taxi driver or the passenger?
According to Document Su Jia She Zi [1991] No. 133 ("Notice on Issuing the Jiangsu Province Taxi Fare Standards") issued by the Jiangsu Provincial Price Bureau, road and bridge tolls incurred during the transportation of passengers are collected on behalf of the passenger by the taxi company and shall be borne by the passenger.
