Chengdu Ranks Fifth in Foreign Talent Attraction Index

Recently, the Foreign Talent Research Center of the Ministry of Human Resources and Social Security of China released the Foreign Talent Attraction Index of Chinese Cities for 2024. Notably, Chengdu ranked fifth in the 2024 “Amazing China—The Most Attractive Chinese Cities in the Eyes of Foreign Talents” and secured a spot in the top five cities recognized by foreign talent as the “City of Livability”.

The 2024 “Amazing China—The Most Attractive Chinese Cities in the Eyes of Foreign Talents” event surveyed foreign talent working and living in China across 64 selected cities in China (excluding Hong Kong, Macao, and Taiwan) with a high concentration of foreign talent. A total of 5,487 valid questionnaires were collected. The survey conducted a quantitative analysis on the foreign talent’s evaluation from three dimensions: job satisfaction, living convenience, and environmental friendliness. Based on the analysis, the Foreign Talent Attraction Index of Chinese Cities was developed to reflect the comprehensive appeal of Chinese cities to foreign talent.

The top 20 cities in the Foreign Talent Attraction Index of Chinese Cities for 2024 are Beijing, Shanghai, Guangzhou, Hangzhou, Chengdu, Suzhou, Shenzhen, Nanjing, Qingdao, Xiamen, Dalian, Ningbo, Kunming, Haikou, Wuhan, Tianjin, Changsha, Ji’nan, Zhuhai, and Changzhou.

The Foreign Talent Attraction Index of Chinese Cities for 2024 exhibits the following features:

Firstly, the top-ranked cities are concentrated within city clusters. This feature closely aligns with China’s strategy for the development of talent centers and innovative hubs. The top 20 cities are primarily distributed across the Beijing-Tianjin-Hebei region, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, and the Chengdu-Chongqing region. Notably, Chengdu broke into the top five for the first time.

Secondly, Chinese cities have developed differentiated competitiveness in talent attraction by leveraging their comparative advantages.

Thirdly, foreign talent is most concerned with the city’s economic development and living convenience, while expressing the highest satisfaction with the social environment.

Fourthly, career development opportunities and labor rights protection continuously enhance foreign talent’s evaluation of the working environment.

Fifthly, facilitation policies for foreign nationals have received positive feedback.
