Walking the avenues of Beijing in early March always carries a distinct feel. It is not merely the spring air beginning to warm up after the winter, but a particular atmosphere of expectation. Thousands of delegates from every region of the country converge on the capital to participate in one of the most significant events in the political system of the People’s Republic of China: the “Two Sessions”. As a foreign expert who has made China my home for the past decade, I have learned that to understand the true pulse of this nation, it is not enough to read the headlines; one must immerse oneself in the messages and policies emanating from the Great Hall of the People during these gatherings.

The Two Sessions have become ext remely significant in 2026. We are seeing the official start of the 15th Five-Year Plan (2026-30), which will serve as the road map for the next five years. As a professional involved in Chinese education and research, I have found that these sessions have demonstrated that China is not only carefully planning its future but also redefining its role in a fractured global order that strives for stability.

From Quantity to High-Quality

What stands out immediately in the reports presented this March is a paradigm shift that has been brewing for years but has now reached full consolidation: the definitive transition from quantitative growth to high-quality development. China is pursuing “reasonable” growth targets, placing sustainability, technological innovation, and social well-being as the fundamental pillars of national progress.

The “Spirit of the Two Sessions” is not an abstract concept; it refers to a coordinated resilience designed to face global challenges by consolidating China’s strength through technology, self-reliance, and international projection. President Xi Jinping’s discourse this year has been particularly emphatic on this point: the need to deepen reforms so that the productive apparatus no longer relies on legacy industries, but rather on “new quality productive forces."

Witnessing the Transformation

Living in China has allowed me to witness its urban dynamism firsthand. Seeing Beijing transform into an increasingly green city, where ancient culture coexists in harmony with dizzyingly advanced technology, offers a tangible perspective on the strategic visions and policy goals articulated by the country’s leadership. China’s capital has been transforming into a cutting-edge technological, cultural, and innovation hub, improving its urban infrastructure. This process is a prime model for highquality, sustainable development focused on improving citizens' daily lives. 

The development of cities like Shenzhen further exemplifies this shift; it is evident that China is no longer competing to be the “factory of the world.” Shenzhen has consolidated itself as a global hub where technology is seamlessly integrated into daily life—something that still feels like science fiction in many developed Western nations. Furthermore, one cannot overlook the evolution of Xiong’an; this “city of the future” is a living example of a modern urban model that decompresses traditional urban centers through efficient, intelligent, ecological, and high-quality urban planning.

A More Inclusive Social Vision

An aspect deserving special attention is the social focus of the Two Sessions. This year has seen a notable emphasis on the constant improvement of social welfare. What I find fascinating is that this vision no longer pertains solely to Chinese nationals but is beginning to integrate the community of foreigners living and working in the country coherently.

From the simplification of residency procedures to improvements in mobile payment systems for non-residents and integration into social security, there is a clear recognition that China is a welcoming environment for international talent. “Common Prosperity” is not just a slogan; it is a firm commitment to raising the quality of life, improving healthcare services, and ensuring that economic growth is felt in the daily lives of every resident, regardless of their nationality.

China and Latin America: A Strategic Horizon

In an international context marked by uncertainty and geopolitical challenges, the 2026 Two Sessions have positioned China as a key actor in global stability. China remains steadfast in its commitment to free trade, inclusion, and multilateralism, serving as a pillar of confidence for the world. Crucially, the strengthening of the Global South has been a central theme in this year’s discussions, prompting a deeper analysis of perspectives on cooperation with Latin America.

As an academic who closely follows the Sino-Latin American relationship, the guidelines of the 15th Five-Year Plan open a valuable window of opportunity. To understand these opportunities, it is essential to recognize that the relationship between China and our region has evolved significantly. This year’s sessions have demonstrated that China is ready to strengthen exchange and cooperation through integration based on shared innovation and sustainability. The focus on green development and the digital economy offers Latin America the chance to be a vital partner in the energy transition and digital infrastructure.

For Latin America, the 2026 “Two Sessions” represent much more than an internal event. China has sent a message of confidence and openness, inviting our region to participate actively in its“high-quality development.”I have noted in this year’s reports a renewed interest in deepening new-generation free trade agreements, which include chapters on e-commerce and services. China views Latin America not just as a provider, but as a strategic partner in building a more balanced international order. Cooperation in sectors such as electric vehicles (with Chinese brands already leading markets in Brazil, Mexico, and Chile) and solar energy is just the beginning. The legacy of these sessions invites us to envision a relationship of mutual benefit and respect, where China’s technological leadership and Latin America’s potential unite to build a Community with a Shared Future.

In an international scenario demanding certainty, the clarity with which China—under the leadership of the Communist Party of China (CPC)—has presented its objectives for the next five years is, in itself, a contribution to global stability. Understanding this process and its results is fundamental for those of us who strive to serve as bridges between China and the rest of the world.
