Jekaterina Baije shared that she was planning to pursue her studies in Chengdu this coming September, but a periodontal condition she was currently undergoing treatment for had become a major concern. Jekaterina Baije reached out to the Foreign Affairs Office of the People’s Government of Chengdu Municipality to inquire whether she could access professional and authoritative medical services at West China Hospital of Stomatology Sichuan University.

The Foreign Affairs Office of the People’s Government of Chengdu Municipality assisted her in contacting West China Hospital of Stomatology Sichuan University and receiving an online medical consultation. Upon receiving her overseas medical records and imaging reports, the hospital organized a specialized consultation led by the core expert team from the Department of Periodontics. Within a mere five days, the team formulated a professional consultation report and clearly stated that the hospital was fully equipped to provide international-level diagnosis and treatment and accept referral cases, and can provide Jekaterina Baije with systematic care throughout her treatment. The report further noted that, if needed, additional remote consultations can be arranged at any time prior to Jekaterina Baije’s formal arrival in Chengdu for her studies, with seamless continuity of diagnosis and treatment ensured.

Chengdu is the first city in China to allow “tap-and-go” payment on public transport using foreign bank cards. Currently, there are 67,000 POS terminals and 5,086 ATMs installed and 1,306 bank service outlets established; they offer cash withdrawal and currency exchange services to holders of overseas bank cards. A total of 21 overseas e-wallets have been integrated to allow direct QR code payment, and the number of departure tax refund stores has increased to 610.

Furthermore, medical institutions in Chengdu that are equipped to provide international medical services have optimized their online systems, including WeChat Official Accounts and Alipay Mini Programs. Foreign nationals now can apply for electronic health cards online with their Foreign Permanent Resident ID Cards.

Medical Service Guide

(Taking West China Hospital of Sichuan University as an example)

Application for a patient card: Foreign nationals may apply for a patient card at the service counter in the hospital’s outpatient lobby by presenting a valid ID document such as a passport or a Foreign Permanent Resident ID Card.

Registration: Patients may register for a medical appointment by phone or in person at the registration desk in the outpatient lobby. On-site staff will provide assistance and guidance.
Consultation: Following a successful registration, patients should check in at the information desk with their registration receipt and wait for their number to be called. When their number is called, they may enter the consultation room. Patients may bring medical records and any regular medications for the physician’s reference.
Payment: Following the consultation, the physician will issue an outpatient guidance sheet, after which patients may proceed to the payment counter.

Medication collection or health examinations: Once the payment is completed, patients may collect prescribed medications at the pharmacy or proceed to the relevant departments with their health check form or treatment form to undergo or schedule health examinations and treatments.

Record Filing Channels

Online Filing

Patients may complete the record filing under the 异地就医备案 (“Cross-Regional Medical Visit Record Filing”) section on the 国家医保服务平台 (“National Healthcare Security Service Platform”) app or the 四川医保 (“Sichuan Healthcare Security”) app.

On-Site Filing

Filing services for cross-regional medical visits are available at the service counters of any healthcare security agencies in Sichuan Province.

Required Documents

Foreign nationals are required to present a valid ID document, a health insurance e-certificate, or a social security card; the Record Filing Form for Cross-Regional Medical Visits; and a referral or transfer form issued by a designated medical institution as required by the place of insurance registration.

Manual Reimbursement for Cross-Regional Hospitalization

Foreign nationals who are unable to settle hospitalization expenses via the online system by swiping their card due to special circumstances and need to apply for manual reimbursement are required to present the following documents at the insurance agency where they are registered:
The original document and photocopy of the insured foreign national’s e-certificate, social security card, or valid ID document; a hospital billing receipt, hospitalization expense list, proof of diagnosis, or hospital discharge form; and the insured’s bank account information.
