Entry-Exit Inspection and Quarantine

(I) Health declaration at border crossings
1. When there is no major epidemic reported in China or abroad, inbound and outbound personnel do not need to fill out an “Entry-Exit Quarantine and Health Declaration Card”. However, inbound and outbound personnel exhibiting symptoms of fever, vomiting, cough, breathing difffculty, diarrhea, contagious disease or psychiatric disorders or who may be judged to be carrying microorganisms, human tissues, biological products, blood or its products, and animals, plants or their products shall verbally declare their status to quarantine officers and subject themselves to inspection and quarantine. 2. When there is a major epidemic reported in China or abroad, temporary compulsory inspection and quarantine measures announced by the General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China with regard to inbound and outbound means of transport, personnel and their luggage shall apply, and means of transport from epidemic areas shall be parked at designated places. Inbound and outbound personnel shall truthfully fill out the“Entry-Exit Quarantine and Health Declaration Card”, enter or exit through the dedicated lane for inspection and quarantine, and have their luggage scanned by an X-ray machine. (II) Inspection and quarantine instructions for inbound personnel
1. Foreigners who are to come to China for permanent residence or for residence of one year or more shall in addition, in applying for entry visas, produce for examination a health certificate issued by a medical institution designated by the government of the country of their current residence or one issued by any other medical institution and certified by a notary public. The health certiffcate shall be valid for 6 months from the date of issue. 2. People coming from a Yellow Fever prevalent area are required to present valid certiffcate of inoculation against Yellow Fever to the health and quarantine organ upon entry. (Excerpt from Rules for the Implementation of Frontier Health and Quarantine Law of the People’s Republic of China)
3. Foreigners suffering from serious psychosis, infectious tuberculosis or other infectious diseases which may seriously endanger the public health shall not be permitted to enter China. (III) Inspection and quarantine instructions for outbound personnel
1. A passenger bound for a foreign country infected with Yellow Fever shall present a vaccination certiffcate on exit. (Excerpt from The Health and Quarantine Inspection Rules for Inbound and Outbound Personnel, SN/T 1344-2003)
2. An outbound passenger shall provide a relevant vaccination certiffcate according to the requirements of his or her destination country. (Excerpt from The Health and Quarantine Inspection Rules for Inbound and Outbound Personnel, SN/T 134 -2003)
(IV) Luggage instructions for inbound and outbound personnel
1. Inbound or outbound personnel carrying the following objects shall declare to the quarantine and inspection authority and subject the objects to quarantine:
(1) Inbound animals, plants or their products and other objects subject to quarantine;
(2) Inbound and outbound biological species resources, endangered wild animals, plants or their products;
(3) Outbound national key protected wild animals and plants or their products;
(4) Inbound and outbound microorganisms, human tissues, biological products, blood, blood products, and other special objects;
(5) Inbound and outbound corpses and human bones;
(6) Inbound and outbound luggage and objects originating from epidemic areas or contaminated by a contagious disease or deemed likely to transmit a contagious disease;
(7) Other articles that shall be declared to and quarantined by inspection and quarantine authorities, specified by the General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China. 2. Inbound and outbound personnel are prohibited from carrying the following articles into the country:
(1) Pathogenic micro-organisms (including seed cultures of bacteria and viruses, etc.) of animals and plants, insect pests and other harmful organisms;
(2) Relevant animals and plants, their products and other quarantine objects from countries or regions with prevalent epidemic animal or plant diseases;
(3) Animal carcasses;
(4) Soil;
(5) Articles listed in the Catalogue of Animals and Plants, and Animal and Plant Products Prohibited from Being Carried or Posted into the People's Republic of China;
(6) Waste and used articles, radioactive substance and other objects prohibited from entering the country in accordance with the State provisions.
