Highlights of the New Policy
1. Removal of Talent Category RestrictionsPreviously: Only foreign professionals classified as Category D or above were eligible to contribute to the housing provident fund.

Now: All foreign nationals who hold a Permanent Resident ID Card of the People’s Republic of China, or who possess Category A or B work permits, are entitled to the same housing provident fund policies as local contributors.

Eligible foreign employees may now access all related services — including contributions, withdrawals, and housing loans — under the same conditions as local contributors.
How to Apply
Employers opening housing provident fund accounts for foreign employees must provide copies of valid identification documents, including the Permanent Resident ID Card of the PRC or a Category A/B work permit, along with the employee’s mobile phone number. These materials, together with the company’s official seal, must be submitted at designated in-person service counters.
Foreign employees handling any housing provident fund–related services must also visit the service counters for on-site processing.
