Beijing-Tianjin-Hebei Foreign Talent Service Consortium Holds Its First Working Meeting of 2026

Recently, the "First Working Meeting of the Beijing-Tianjin-Hebei Foreign Talent Service Consortium of 2026" was held in Tayuanzhuang, Zhengding County, Shijiazhuang City. Zeng Fulin, Member of the Party Committee and Deputy Director of the Beijing Overseas Talent Center, Tan Zhendong, Member of the Party Committee and Deputy Director of the Tianjin Municipal Science and Technology Bureau, and Gao Jianfeng, Member of the Party Committee and Deputy Director of the Hebei Provincial Department of Science and Technology and Director of the Hebei Provincial Administration of Foreign Experts Affairs, attended the meeting and delivered speeches. Representatives from the Foreigners' Work Permit Affairs Department, the Talent Service Department II, and the Xiong'an Sub-center of the Beijing Overseas Talent Center; the International Talent Division of the Tianjin Municipal Science and Technology Bureau; the Foreign Experts Division of the Hebei Provincial Department of Science and Technology; the Employment Division of the Hebei Provincial Department of Human Resources & Social Security; and the Shijiazhuang Municipal Science and Technology Bureau participated in the event. This meeting serves as a concrete measure to further advance the coordinated development strategy of the Beijing-Tianjin-Hebei region, deepen the collaboration of the Beijing-Tianjin-Hebei Foreign Talent Service Consortium, and support the construction of the Beijing (Beijing-Tianjin-Hebei) International Science and Technology Innovation Center. By establishing a coordinated service system and creating an integrated talent service ecosystem, the meeting aims to continuously deepen coordinated international talent attraction efforts and inject international talent momentum into the high-quality development of the three regions.
The meeting systematically reviewed the achievements and outcomes of the Consortium's work in 2025, focused on the key annual priorities of the international talent attraction departments of the three regions, and collectively deliberated and approved the "2026 Work Priorities of the Beijing-Tianjin-Hebei Foreign Talent Service Consortium." Participants also studied the "Nine Regulations on Talent" (‘Ren Cai Jiu Tiao’) in depth, gaining insights into their practical application and implications, and promoting the deep integration of foreign talent services into the construction of the Beijing (Beijing-Tianjin-Hebei) International Science and Technology Innovation Center.
This meeting not only established an important platform for collaborative exchanges on foreign talent services among the three regions, further deepening the sharing and mutual access of talent attraction policies, service resources, and work experiences, and clarifying the work priorities and division of responsibilities for the Consortium in 2026, but also marked a critical step for Beijing-Tianjin-Hebei foreign talent services to move from "collaboration" toward "integration." It laid a solid foundation for the three regions to collaboratively attract international talent and build an integrated talent service ecosystem. Next, the Beijing-Tianjin-Hebei Foreign Talent Service Consortium will take this meeting as an opportunity to rigorously implement the meeting's arrangements and work priorities, strengthen the division of responsibilities and collaboration, and inject stronger international talent momentum into the coordinated development and high-quality growth of the three regions.
