QingdaoOn May 25, the Talent Service Zone at Qingdao Citizen Center was officially opened, and the Implementation Plan for College Graduate Services "One Category of Matters" (hereinafter referred to as "the Plan") was simultaneously released. The Plan thoroughly consolidates various existing policies, reorganizes policy provisions by talent tiers such as bachelor's, master's, and doctoral degree holders, and forms policy "packages." It categorizes related talent services into four major service scenarios, providing customized, packaged, and modular services. At the same time, the Talent Service Zone has been optimized offline to make government services more convenient for college graduates and policy implementation smoother, precisely addressing talent needs and expectations through integrated government service reform.
What can the Zone do?
The Zone is guided by the Organization Department of the CPC Qingdao Municipal Committee, led by the Qingdao Municipal Administrative Approval and Service Bureau and the Qingdao Municipal Bureau of Human Resources and Social Security, and jointly established with multiple departments including the Qingdao Municipal Public Security Bureau and the Qingdao Municipal Science and Technology Bureau. Located on the third floor of the Qingdao Citizen Center, it features four dedicated service windows: Business Start-up, Employment and Talent, Foreigners' Work Permit, and Foreigners' Work-Type Residence Permit, along with two "shoulder-to-shoulder" assistance zones. The Zone integrates over 100 high-frequency talent service items, providing "one-stop" centralized processing with policy consultation, business handling, and assistance services. It offers customized solutions for talent's individualized needs, covering all scenarios and full life cycles of talent services, and regularly conducts policy briefings, university-enterprise job matching, and talent entrepreneurship roadshows.
What does "One Category of Matters" include?
Focusing on four essential needs of college graduates after arriving in Qingdao, the Plan coordinates eight major departments—including administrative approval, human resources and social security, public security, justice, housing and urban-rural development, healthcare security, taxation, and housing provident fund—to package nearly 40 related matters into the "One Category of Matters":
Settling Down in Qingdao – talent household registration, file acceptance, social security card application, issuance of certificates of no criminal record, etc., clearing the "first gateway" to Qingdao.
Making a Home in Qingdao – endowment insurance registration, healthcare insurance enrollment and transfer, housing subsidies and talent housing consultation, individual tax policy guidance, etc., addressing concerns for those "staying and living here."
Employment Assistance – job information release, employment registration, social security subsidy applications, career guidance, legal aid, internship matching, etc., resolving the hassles of "finding a job."
Entrepreneurship Support – eligibility review for entrepreneurship guarantee loans, personal entrepreneurship "One Category of Matters" (including 10 joint services such as business license application, seal engraving, tax registration, bank account opening, social security registration, and entrepreneurship subsidy application), AI OPC entrepreneurship services, tax risk prevention consultation, etc., building confidence to "start a business and succeed."
Services Go Beyond the Window
On Campus: Establishing "Talent Service Stations" at university service windows, organizing counselors and student volunteers to provide policy consultation, appointment booking, and document pre-review.
Online: Producing plain-language policy Q&As and short videos for distribution on social media channels frequently used by graduates.
Key Timings: During spring/autumn recruitment seasons and graduation seasons, regularly carrying out "Policy on Campus" outreach and cultivating "policy insiders" on campus.
Closed-Loop Improvement: Conducting "I Accompany University Faculty and Students Through the Process" activities to identify bottlenecks and establishing a "research-resolution-optimization" dynamic adjustment mechanism, with service lists updated iteratively based on demand.
When there are issues, someone will help; when there are needs, there will be a response. The "Cai Hu Wo Ying" (Talent Calls, We Respond) rapid response mechanism has been simultaneously improved, fundamentally transforming the traditional fragmented, multi-department, multi-step service model.
The Qingdao Municipal Administrative Approval and Service Bureau will continue to play its leading role in optimizing the business environment, working with the Qingdao Municipal Bureau of Human Resources and Social Security and other departments to further refine the Zone's operating mechanisms, making services more precise, responses faster, and experiences smoother, helping Qingdao become a city where young talents want to come and a home where they choose to stay.
