A New Social Insurance Service Window Set up for Expats

May 28, 2026

Good News!

The Social Insurance Administration Center of the Ministry of Human Resources and Social Security of China has recently approved the establishment of a "demonstration window for international social insurance services" in the social insurance service hall of Chaoyang District.

Bilingual (Chinese and English) signs have been installed in the hall to help foreign nationals quickly locate the service window and navigate relevant service areas. A dual-screen translation system supporting real-time translation across 121 languages has also been introduced to the counter.

Since its launch, the window has processed social insurance services for insured individuals from 16 countries, with the average processing time reduced from 40 minutes to 25 minutes.

To offer higher-quality services for foreign nationals, the Chaoyang District Bureau of Human Resources and Social Security has organized a dedicated team. The team consists of multilingual professionals proficient in English, Spanish and many other languages, providing foreign nationals with one-stop services ranging from policy consultation to application processing.

Meanwhile, bilingual manuals (in Chinese and English) covering commonly used services have been compiled and distributed at the window. A WeChat Channels program was also launched, elaborating on the relevant key services for foreign nationals.

Further Moves

Targeted measures have been taken to address the needs of areas with a large population of foreign residents.

Specifically, multilingual dual-screen translation systems have been introduced at the public service centers of four key sub-districts of Chaowai, Sanlitun, Hujialou and Maizidian.

For key enterprises with a large number of foreign employees, such as FESCO and CIIC, a special service window has been set up at the social insurance sub-center of the Beijing CBD. These enterprises are also supported through communication groups, where customized replies are provided for challenges related to insurance registration, benefit application, and qualification certification for foreign employees.
