Services for High-Level Talents

Service Content:

Green card application, change, review, reapplication, revocation, and application-free issuance services for high-level talents. The green card provides over 30 green-channel services covering residence visas, household registration, housing, children's schooling, professional title evaluation, transportation, and financial support .

Eligibility:

High-level talents introduced and cultivated by Qingdao and in line with the provisions of the Qingdao High-Level Talent Classification Catalog .

Procedure:

1. Register an account. The employer registers a unit account on the Qingdao Talent Website (http://rc.qingdao.gov.cn) using the unified social credit code certificate or organization code certificate .
2. Online application. The employer logs in to the Qingdao Talent Website, activates the service permission under “办事服务” (Service Affairs) — “高层次人才服务” (High-Level Talent Services), and submits the online application as required .
3. Preliminary review. The human resources and social security department at the same level as the applicant unit’s registration location conducts the review. Central and provincial units stationed in Qingdao and municipal units submit to the Qingdao Municipal High-Level Talent Service Window; other units submit to the window of their district/county-level city or function zone .
4. Final review. The Qingdao Municipal High-Level Talent Service Window conducts the final review and confirmation .
5. Issuance. Upon approval, a paper and electronic “Qingdao High-Level Talent Service Green Card” is issued .

Required Materials:

(I) Introduction of full-time (flexible) talents:

1. ID card (foreigner’s permanent residence ID card or passport);
2. Proof of talent type;
3. Work contract or intentional work contract signed with the employer;
4. Qingdao High-Level Talent Identification and Application Service Green Card Form .

(II) Establishment of an enterprise:

1. ID card (foreigner’s permanent residence ID card or passport);
2. Proof of talent type;
3. Enterprise registration certificate, capital verification report and other supporting materials to prove the establishment of the enterprise;
4. Qingdao High-Level Talent Identification and Application Service Green Card Form .
