Nie Shengkui, Director of the Foreign Experts Service Department of Ministry of Human Resources and Social Security, Tang Heng, Ambassador of the European Department of the Ministry of Foreign Affairs, Long Fenjie, Party Secretary and Director of the Hebei Provincial Department of Science and Technology, and Wang Yajun, Mayor of Chengde Municipal People's Government attended the event and delivered speeches, and nineteen foreign experts from Spain, Portugal and other countries attended the launching ceremony.
