Three Shopping Malls in Jiangyin Now Offer Instant Refund for Tax Rebates

In April 2025, the State Taxation Administration issued the "Announcement on Promoting the 'Instant Refund' Service Measure for Tax Rebates on Purchases Made by Overseas Tourists," which clearly stipulated the main content, processing procedures, and implementation timeline of the "instant refund" service for departure tax rebates, expanding this service measure from pilot programs in multiple regions to nationwide application. The reporter learned from the Municipal Commerce Bureau that Jiangyin already has three departure tax refund stores, namely Jiangyin International Shopping Center Co., Ltd., Jiangyin Yaohan Commercial Management Co., Ltd., and Jiangyin Hualian Department Store Co., Ltd.

As a convenient service measure, "Instant Refund" represents an upgrade and optimization of the "departure tax refund" policy, aiming to provide overseas tourists with more convenient and diverse tax refund options. The Announcement states that when overseas tourists purchase tax-refundable items at "Instant Refund" stores and complete a credit card pre-authorization, they can receive an equivalent amount of tax refund cash on the spot. When the tourists depart, customs will verify the tourist's identity and the tax-refundable items. After the tax refund agency verifies the shopping tax refund information and confirms it is correct, the credit card pre-authorization guarantee will be immediately released, and the departure tax refund procedure will be completed.

This means that compared to the traditional departure tax refund process, "Instant Refund" moves the tax refund step forward, allowing overseas tourists to receive their tax refund directly at the time of purchase. A representative from the Municipal Commerce Bureau stated that, in addition to making the tax refund procedure simpler and more efficient, some overseas tourists, upon receiving their tax refund, will use the money directly for further consumption, which helps to further stimulate consumption vitality.
